Background
Alert currently has field offices in over 20 countries and across Sub-Saharan Africa, Asia, Central Asia, Caucasus, Europe, Latin America, the Middle East and Africa. International Alert began operations in Nigeria in 2011 as a partner on security governance within the Nigeria Stability and Reconciliation programme (NSRP). Since then we have launched a social cohesion and security governance programmes in the Northeast. Nigeria’s security forces, including the police, are often accused of human rights abuses including unlawful killings, arbitrary arrest and detention, extortion, sexual harassment, and disappearances. This has led to a lack of trust from civilians, both due to the perceived ineffectiveness of security response to halt violence and to years of disenfranchisement and marginalization from decision-making regarding security matters.
Currently, civilian participation in security management is limited but there is a strong demand for greater inclusion. Civilians (including traditionally marginalized groups like women and youth) are increasingly participating in local conflict management platforms. There is also greater demand for greater accountability for the actions of formal and informal security actors, and for a stronger coordination between citizens and security actors to assure that decisions being made are understood and agreed-upon by all relevant parties.
Alert’s 18 months Public Safety and Security project commenced in October 2019 and aims to address these demands and contribute to stabilization and peacebuilding in targeted communities and Internally displaced People’s (IDP) camps in Gwoza, Ngala, Bama and Dikwa LGAs of Borno state.
Purpose
- The Consultant will be responsible for developing training contents, building on existing Alert’s modules and facilitating the trainings sessions for Community Safety Partnership beneficiaries of CSSF-funded Public Safety and Security project of Alert in Borno State. The training will cover peacebuilding, conflict and gender sensitivity as well as community safety component of community-oriented policing.
- The overall programme which is aimed at improving the effectiveness of security responses and protection of civilians through enhanced trust and collaboration between civilians and security forces in Borno will be working with both community and security agencies.
- The consultant will work with the Project Officers under the supervision of the Project Manager to develop the training materials and facilitate the training session in the target locations.
Requirements
- Minimum qualification of a Master’s Degree or equivalent in Peace and Conflict Studies, International Development and any relevant discipline.
- 5 years experience in facilitation of training sessions within peacebuilding, development and humanitarian field.
- Familiar with the emergency context of Borno state and willing to travel to deep field. At least 2 years experiences in security and justice governance sector.
- Experience in training and research, policy development, management and program-related.
- Understanding of the concept of community-oriented policing and previous experience of a public safety and security or policing programme. Proven ability to effectively engage with and build capacity of community and security stakeholders.
- Excellent written and spoken English, knowledge of Hausa language is essential and other local languages (Kanuri and Gwoza) will be an added advantage.

Key Responsibilities
- Review existing training materials of Alert and develop a context-specific material for training of the target beneficiaries.
- Facilitate training session for Community Safety Partnership (CSPs) beneficiaries of the project in the target project locations.
- Work with Alert’s M&E unit to develop training evaluation tools.
- Evaluate training outcome using the developed training evaluation tool. The consultant will support the beneficiaries to develop an action plan based on key lessons learn.
- Submit final activity/training report with detail analysis of training outcome in accordance to IA standard
