The National Open University of Nigeria was established by the Federal Government in 1983 side the extant NOU Act no 6 of 1983. The operations of the University were suspended in 1984 by the Federal Government due to some logistic reasons and resuscitated in 22. The purpose of the University as the flit and only dedicated single mode Open and Distance Learning University in Nigeria is to make University education available to as many people as have the qualification ability, willingness and readiness to benefit from the quality education offered through flexible and affordable Distance Learning.
The University, with its Headquarters located at No.91, Cadastral Zone, Off Nnamdi Azikiwe Express Way, Jabi, Abuja, has a liaison office in Lagos, a Centre for Human Resource Development in Kaduna and eighty-eight (68) Study Centres spread across the country.

- The post of the Vice Chancellor of the National Open University of Nigeria will become vacant on Thursday, 11th February. 2021
- In accordance with the provision of the Universities (Miscellaneous Provisions) Amendment Act 1993, as amended and most particularly Section 4 by section 4 of Universities Miscellaneous Provisions Amendment Act 2003 (gazette as Act no 1 of 2007) the Council of the University wishes to commence the process for the selection and appointment of a new Vice Chancellor for the University and hereby invites applications from interested qualified and distinguished academics who must as a matter of necessity note the following information:
The Position and Duties
- The Vice Chancellor is the Chief Executive Officer and Academic Head of the University, ex-officio member of the Governing Council, and Chairman of the University Senate.
- The Vice Chancellor is the Chief Executive Officer and Academic Head of the University, ex-officio member of the Governing Council, and Chairman of the University Senate.
- The Vice Chancellor is responsible to the Governing Council for the day to day running of the affairs of the University Such Person must provide strategic direction to the Management Staff and Students and provide advice on academic, administration and fiscal policies to Senate and the Governing Council of the University. In addition, the Vice Chancellor it required to attract finding, initiate high priority academic work, enhance public awareness vigorously and tirelessly pursue advocacy for open and distance learning and promote the good image of the University.
- The Vice Chancellor is expected to be competent in recent developments in virtual learning, and should demonstrate capabilities of leading initiatives in virtual learning for the more than 580,000 students of the University all over the country
The Candidate
- The candidate for the post of Vice Chancellor of the National Open University of Nigeria (NOUN), being a specialized University, must possess a good earned academic Ph.D from a recognized University and must have additional qualifications in Open and Distance Learning (ODL) systems, or at least five years working experience in ODL institution! environment.
In addition, the candidate must:
- Possess strong and scholarly background – at a minimum, must have been an academic Professor of good standing of at least 10 years at a reputable University preferably an 001 University, or a University with a strong ODL component in which there are active participants
- Demonstrate continuous scholarship after his promotion to the rank of professor in terms of continuous production of books, papers, students supervised (especially PhD), exchanges and collaborations both within and outside Nigeria;
- Be conversant and have strong capability to superintend an Open and Distance Learning (001) system of education and introduce new innovations in the system;
- PossessadearvisknforthedevelopmentoftheUntversityandthereaiizationof
- Demonstrate the ability to raise funds for the University;
- Have a thorough working knowledge of Nigeria’s educational system and the place of open and distance leaning in national development and familiarity with the administration of an institution accountable to multiple bodies and authorities,
- Demonstrate a clear understanding of the need to interface with the end-users! employers of N0UN products (especially industry and other educational institutions) in order to guide the University’s social responsiveness, social accountability and thus promote the acceptance of NOUN graduates within the nation and beyond;
- Demonstrate ability and interpersonal skills to lead and motivates team of Principal Officers, Senior Management and Staff at all levels to realize the critical objectives of the University;
- Be inclusive and have ability to effectively manage a multicultural and multireligious large University such as NOUN;
- Have an international reputation as a scholar in universities both in Nigeria and outside in such areas as sabbatical international supervision and examination of PhD, conference presentations, etc.
- Be morally sound and of unimpeachable probity and integrity arid without any pecuniary embarrassment;
- Be a person who is physically and mentally fit in state of good health, with verifiable certificates to that effect
- Must be familiar with Management Information Systems (MIS) and Learning Management Systems (LMS) and be ready to demonstrate knowledge and familiarity with these areas bend definitions;
- Be a person who commands respect nationally and internationally especially in academic circles demonstrated through reputable international publications. Online and Junk publications will not be considered;
- Be not more than 85 years old as at the date of employment and taking over the position;
- Be a person of high academic standing and reputation in his/her respective discipline, through demonstrated membership of academic, professional bodies and organizations, both within and outside the country;
- Have extensive and deep experience in all facets of University administration with an emphasis on QOL system;
- Have the skills and ability to successfully track online platform of the University with respect to students admission, registration, nation, examinations and entrepreneurship from any location; and
- Possess ability to translate strategy into action and effectively plan, mobilize and manage resources to deliver expected results,
- Ability to develop cordial relationship with Council and other organs of the University.
Conditions of Service
- The remuneration and Other Condition of Service are as applicable to the post of Vice Chancellors in all Federal Universities in Nigeria and as may be determined from time to time by the Movement Governing Council of the University.
