Job Title: Logistics Officer (for NHF Project)

Job Summary

  • The Logistics Officer will be responsible for planning framework, making sure NFIs and other procurements reach their destinations safely, securely, and on-time.
  • He will constitute Part of supply chain management in charge of governing transportation efforts, including a range of professionals from logistics coordinators to truck drivers, warehouse managers to dispatch professionals.

Job Description

  • Develop logistics along with support plans, budget requirements and deployment timelines for new operations.
  • Develop logistical plans for current operations and logistics contingency plans.
  • Develop and execute tools and methodologies to enable effective implementation of logistic plans.
  • Design and develop standard operating methods to manage logistics operations efficiently.

General Context of the Job/Project
This position falls under the direct management of SALIENT’s FSS Officer/Field Coordinator

  • SALIENT’s FSS Field Monitor will play an integral part of the FSS team of ensuring that all refugees of the Isolation centres are living a safe, secured and dignified life.

Job Description

  • Adhere to SHO policies, tools, handbooks and guidelines.
  • Assist with the implementation of the support function portfolio according to a plan of action.
  • Prepare and submit day to day status reports as required by management.
  • Promote and share ideas for improvement of the support function.
  • Provide regular activity progress reports to food security assistant.
  • Ensure that FSL projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.

Job Description

  • Responsible for the day to day management of Nutrition activities in the wet-feeding program.
  • Implement and supervise the wet feeding of the refugees.
  • Ensure the wet Feeding Program activities are implemented successfully.
  • Conduct stock monitoring of various commodities.
  • Train and mentor field staff/cooks and cleaners through identification of capacity gaps and carrying out refresher training and on the job training on general food distribution and standard general ration during the regular food distribution.
  • Working closely with the Project Coordinator and other project teams; support in the identification, recruitment and supervision of the activities of Community volunteers.
  • Conducts trainings to build the capacity of community volunteers and the community at large
  • Provide technical support to SHO staff and other humanitarian actors as necessary to promote consistent good practice

General Context of the Job/Project
The overall aim of the position is to assist the food security officer, coordinate and manage a timely and effective food security assistance project in line with proposals, strategies and donor requirements:

  • To support the implementation of NHF FSS Project by assisting the food security officer in undertaking programme activities (community mobilization, verification, registration, food distribution, monitoring and evaluation).
  • The role also includes assisting the food security officer in planning and coordination of distribution activities, food distribution planning and reporting.

Job Description

General context of the Job/Project

  • This position falls under the direct management of SALIENT’s FSS Project coordinator.
  • The Protection Officer will Support SHO, national institutions & vulnerability assessment to respond adequately to protection issues and case management like GBV, related to the wet feeding Programme and basic health services to refugees.
  • Under the supervision of the FSS Project coordinator, the Protection Officer is responsible for the day-to-day activities of the protection component of the project, including conducting data collection, meetings and mobilizing key project stakeholders, developing protection-related materials for community trainings and facilitate trainings, among others.
  • He/she will organize focus groups to support him/her in the accomplishment of her daily task and duties.
  • He/She will be accountable for the smooth operation of the protection component of the project, meeting project timelines and targets, in addition to internal capacity building trainings.
  • He/ she will be responsible of ensuring protection mainstream standards among the isolation centre services and to monitor the global protection risks in order to provide mitigation solutions.
  • He /she will be in charge for referrals of refugees to the appropriate protection partner(s), but not only, and ensure that this mechanism remain efficient and functional after SALIENT FSS responsibility.

Job Description

  • Carry out daily monitoring visits, focus group discussions, participatory assessments, key informant interviews in accordance with SALIENT’s information collection and management plans and standards, ensuring appropriate treatment of sensitive information;
  • Ensure that mainstream protection is implemented by all agencies and in the whole camp.
  • Assess protection issues captured or identified during daily activities and make appropriate referrals for services to humanitarian or other actors as per the referral pathway or best practices;
  • Identify cases in need of urgent response and directly follow-up/accompany affected individuals to services providers when needed to ensure access to services;
  • Work with supervisor to create weekly work-plans and prioritization of tasks;

General Context of the Job/Project

  • This position falls under the direct management of SALIENT’s CCCM Team Lead and CCCM Protection Officer
  • SALIENT’s CCCM Monitor will play an integral part of the camp management team of ensuring that all inhabitants of the camp are living a safe, secured and dignified life. Under the Direct line Supervision of the CCCM Team Lead and Protection Officer, the CCCM Monitor is responsible for the collecting of quantitative, Qualitative and Spatial Data using Kobo and other tools.
  • He/She will facilitate focus groups discussions and key informant interviews and conduct HH, Individuals, and Community level questionnaires in order to feed the CCCM department Database at every stage of the Project.

Job Description

  • Any other tasks needed to support CCCM team members, to inform CCCM activities and to ensure the success of the SALIENT CCCM objectives.
  • Reporting to supervision made by the database assistant, by participating in monitoring/ assessment/ tracking/ reporting tools design but also to the global IM and sharing processes implemented by SALIENT.
  • Responsible for conducting interviews and collecting data from respondents at the household, individual and community level using Kobo collect and/or other apps on smartphones.

General Context of the Project

  • The Boko Haram armed opposition insurgency started in 2009 and Maiduguri was the epicentre of the armed conflict.
  • The armed conflict later spread to all twenty-seven (27) Local Government Areas (LGAs) of Borno State, North East Nigeria. The conflict took an international dimension as it spread to the neighbouring countries of Cameroun, Niger and Chad, resulting in the displacement of millions of people across all four frontiers.
  • The Armed Opposition Group (AOG) has been killing people in both rural and urban centres in their quest to form a hairline Islamic State in the north east of Nigeria. A high number of towns and cities have been burned and destroyed. Social services and amenities have also been destroyed and are now non-existent. Agricultural activities which used to be the source of food security and livelihoods among the rural communities of the North East are no longer existent. Joint military operations by Cameroun, Nigeria, Chad and Niger have resulted in the liberation of 15 LGAs.

Tasks and Responsibilities
The housekeeper ensures cleanliness throughout the NHF Project.

Specifically, S/he:

  • Provides cleaning / housekeeping / laundry services at Salient premises
  • Informs his/her supervisor about any issues regarding the premises (materials needed to carry out duties, malfunctioning equipment, damaged furniture or premises, etc.)

Under the Direct line Supervision of the CCCM Project, the coordinator is responsible for the implementation of the various operations of the Response which include distribution of none food items in line with NHFs mission.

Job Description

  • Participate in sensitization, verification exercise of beneficiaries at the registry point during NFI distribution.
  • Participate in enforcing crowd control mechanisms that will ensure an orderly and successful distribution. This includes fencing off the stacking area of the distribution site as agreed with the field monitor, arranging beneficiaries in line.
  • Conduct community mobilization whenever assigned.
  • Supervise offloading, random weighing and stacking of NFI’s at the distribution sites.
  • Ensure that distribution materials are in good shape and loaded into the vehicle at the time of departure to the field and return from the distribution point.

Job Description
Planning and Strategy Development:

  • Provide the necessary work support tools to the site facilitators Stationary, templates referral sheets, work schedules.
  • Ensure project data collection and management and work closely with MEAL to update relevant SALIENT tools, Internal Database, achievement and progress of project log frames.
  • Line management of CCCM staff, including Officers, assistants and site facilitators.

  • Under the supervision of the CCCM Project coordinator, the CCCM Protection Officer is responsible for the day-to-day activities of the protection component of the project, including conducting data collection, meetings and mobilizing key project stakeholders, developing protection-related materials for community trainings and facilitate trainings, among others.
  • He/she will organize focus groups to support him/her in the accomplishment of her daily task and duties.
  • He/She will be accountable for the smooth operation of the protection component of the project, meeting project timelines and targets, in addition to internal capacity building trainings.
  • He/ she will be responsible of ensuring protection mainstream standards among the camp services and to monitor the global protection risks in order to provide mitigation solutions.
  • He /she will be in charge for referrals of beneficiaries to the appropriate protection partner(s), but not only, and ensure that this mechanism remain efficient and functional after SALIENT CCCM responsibility.

  • The Warehouse Officer should provide overall providing logistic services; specifically, to provide space for temporary storage to address a lack of available capacity in project area under direct supervision of Project Coordinator
  • During absence of Project Coordinator, position will be wholly accountable for given activities under direct supervision of Project Coordinator.

Specifically:

  • Provide overall supervision for the implementation of the warehouse in close work with WH Assistant (received vs. dispatch).
  • Perform any other task as might be required by the supervisor.
  • Understand, implement and / or maintain standard Salient inventory management policies and procedures.
  • Train warehouse other staff and volunteers as required.

  • Ensure all releases / damages/ losses are recorded on stock / bin cards and with appropriate transaction-specific documentation (Release Order Form, Goods Received Note, etc.)
  • Receive completed store’s release forms and prepare the goods for issuance in accordance with SHO store release procedures.
  • Ensure information of Service Users, upon acceptance Salient will be communicated to Service Users in a timely way.

Overall:

  • Responsible for the financial health and risk management of the organisation
  • Responsible for the performance of the finance & administration and property business units

Budget Management:

  • Compile and consolidate accurate organisational and project budgets on time

General Context of the Project

  • The Boko Haram armed opposition insurgency started in 2009 and Maiduguri was the epicentre of the armed conflict. The armed conflict later spread to all twenty-seven (27) Local Government Areas (LGAs) of Borno State, North East Nigeria. The conflict took an international dimension as it spread to the neighbouring countries of Cameroun, Niger and Chad, resulting in the displacement of millions of people across all four frontiers. The Armed Opposition Group (AOG) has been killing people in both rural and urban centres in their quest to form a hairline Islamic State in the north east of Nigeria. A high number of towns and cities have been burned and destroyed. Social services and amenities have also been destroyed and are now non-existent. Agricultural activities which used to be the source of food security and livelihoods among the rural communities of the North East are no longer existent. Joint military operations by Cameroun, Nigeria, Chad and Niger have resulted in the liberation of 15 LGAs.

Financial Duties and Responsibilities:

Accounting:

  • Prepare the cash journal and finance reports, bookkeeping and ledger posting
  • Collect, check, register and keep track of all order forms, incoming & outgoing invoices, travel claims, according to Nigerian law and internal procedures
  • Make cash and bank reconciliation every month
  • Prepare payroll of staffs monthly by coordinating with the Project coordinator.
  • Conduct the internal audits of project, monitoring the transaction of the requisition and cash flow
  • Lead project audit done by donor as well as organization annually

Software Operation:

  • Keep updated record of all financial transactions in the Quickbooks software

Reporting and Documentation:

  • Prepare monthly financial report by first week of succeeding month
  • Track activity level budgets and call for financial monthly review meetings

Cash Flow/Fund Management:

  • Maintain cost-effectiveness and keep track of budget allocation as per activities
  • Complete daily financial transaction under the supervision of team leader
  • Handle cash and treasury operations with advanced use of spread sheets for tracking expenses and payroll system with tax applications, controls for ensuring proper transactions
  • Guide (monitor and supervise) the district project offices in Dang and Dolakha for finance and administration

Compliance:

  • Implement financial policies, procedures and directives of the organization
  • Update/upgrade organizational policy on taxation, financial procedures, internal control mechanism, etc.

  • Maintain office premises to provide good working environment.
  • Implement administrative policies and procedures
  • Manage administrative function and establish internal administrative systems and controls
  • Maintain updated documentation, filing, folders and administrative data management in both hard copy and soft copy version
  • Maintenance of attendance register, contracting, logistical arrangement (together with information officer), maintaining of project document folders (staff, contracts, incoming and outgoing letters, etc.)

Assets Management:

  • Maintain office equipment, materials and properties
  • Keep records of the office supplies, materials and equipment
  • Keep track of proper use, maintenance and repair of physical assets and office including vehicles, equipment, furniture, etc. as necessary

Coordination:

  • Coordinate administrative activities and maintain monthly and yearly timetable

  • Keep track/record of the training and workshops attended by staffs

Procurement Function:

  • As a member of project procurement committee, engage in local procurement process as per procurement guideline
