About the Job
Under the leadership and authority of the ACTED Country director, the direct management of the Country Security Manager (CSM), and the supervision of the Senior Security and Liaison Officer (SSLO); the IMPACT Roving Security Officer (RSO) responsibilities are, but not limited to:
Key Tasks
Staff / Program and Premises Safety / Security:
- Provides general supervision to the guard force in the deployment area(s).
- Conduct regular reviews of ACTED facility physical security measures and produce/update compound security profile and security assessment reports.
- Assist the SSLO by providing weekly department briefings to the guard force in your deployment area. Deliver monthly SOP training to the guard force in your deployment area.
- Assist the CSM with planning and conducting emergency response drills.
- Conduct inspections of the fire safety equipment every quarter and report findings to the CSM.
- Conduct spot checks of the guard force to ensure they are working in accordance with SOP’s. Inspect guard force equipment each week and report any damages or losses to the CSM.
- Conduct morning and afternoon atmospheric assessments when in field locations. Report concerns to the CSM immediately.
- Produce, review and update area security risk assessments every six months for your assigned areas of responsibility.
- Deploy to potential new areas of intervention to conduct security risk assessments when required.
- Receive and review security clearance requests and process in a timely manner.
- Conduct daily pre-deployment security briefs and post-deployment de-briefs with field staff.
- Provide area security briefings to staff visiting from other ACTED areas.
- Deliver security SOP training twice annually, to ACTED staff in your assigned area.
- Liaise with various key stakeholders on behalf of ACTED senior management.
Transport / Movement Safety and Security:
- Inspect vehicles prior to field movement, ensuring they are fully equipped with breakdown kit, fire extinguishers, medical kits, serviceable seatbelts, and a functional locking system.
- Monitor security information and security alerts and notify field teams of ongoing incidents immediately.
- Liaise with external security sources before and during staff movement, to ensure security information is up to date.
- Deploy with field teams on a weekly basis to review staff conduct in accordance with security SOP’s, update actor mapping, update activity site risk assessment and assess atmospherics.
Communication / Reporting:
- Share security information with the ACTED countrywide security department, for filtering and verification.
- Always be reachable by either mobile phone, email, or satellite phone.
- Attend meetings relating to security and area access and submit a meeting summary to the head of department.
- Submit a weekly security summary specific to your assigned area(s) to the head of department, outlining security incidents, no go areas, route security updates and significant operations of armed state and non-state actors.
- Submit a monthly security report to the head of department covering your assigned areas, including incident analysis, trend analysis, armed state and non-state actor analysis and route security updates.
- Submit a Security Incident Report (SIR) to the head of department within six hours from when an incident involving ACTED mission staff occurs.
- Attend security department meetings and provide feedback for you assigned area. Provide context or post-incident analysis during department meetings.
- Collect satellite phone logbooks at the end of each month and submit to the logistic department.
- Build positive collaborative relationships with staff from partner organizations.
- Proactively ensure that the reputation of ACTED Nigeria and partners is promoted in your assigned areas and address any potential reputational challenges.
Capacity Building:
- Attend INSO training courses in accordance with the CSM’s capacity building plan. Provide feedback to the CSM after course completion.
- Attend training and mentoring sessions led by the CSM or SSLO.
- Assist the CSM with delivering the mission annual security training plan in designated field locations.
- Comply with ACTED’s Code of Conduct, and additional instructions, directives, and policies received during the hiring process, trainings or from the CSM and SSLO.
- Be prepared to provide leave relief for the SSLO or another SLO, in accordance with department leave scheduled.

Context / Country
For the better part of the last decade, and particularly since 2014, the 7 states that comprise the North West region of Nigeria have experienced increasingly deadly intercommunal conflict and organized crime resulting in the displacement of more than 200,000 people, and the death and disappearance of thousands more.
This same region has the highest poverty rate in Nigeria – some states recording poverty levels as much as 40% higher than the national average. The North West has the highest rate of out of school children in the country, and millions are believed to lack access to health care, clean water, and childhood immunizations.
Underlying the region’s accelerating insecurity and extreme poverty is the desertification of land brought on by climate change, which has left millions of pastoralists and farmers without their principal source of livelihood. Compounding the displacement crisis is recent flooding which since August has destroyed tens of thousands of homes, and hundreds of thousands of hectares of crops. The overwhelming focus on the humanitarian crisis in the North East, coupled by the widespread inaccessibility and volatility of the North West, and the likely underestimation of the scale of insecurity, has resulted in a shortage of critical information needed to respond to the quickly growing crisis. As partners prepare to respond to the region’s increasing needs, they will near a clearer picture of displaced household’s needs, intentions, and demographics.
In recognition of the urgent need for data in areas of Katsina, Sokoto and Zamfara, REACH intends to conduct data collection in site where the affection people can be located across the three state. Through Rapid assessment approach, to provide regular, reliable indicative tracking of humanitarian needs over time, to support in prioritization and identification of “hot-spot” areas witnessing a deterioration of humanitarian needs. To ensure this data is directly informing humanitarian response planning in the region. This data will be shared through formal coordination structures, such as OCHA, the Inter-Sector Working Group (ISWG), and relevant sectors, with feedback from partners used for both triangulations of gathered data as well as to inform research design and geographical targeting.
Summary
The REACH Field Assistant shall be responsible for:
- Cover remote data collection and quality assurance
- Local Engagement
- Managing enumeration teams
- Cover other field locations and in-person data collection when needed
- Field FLATS support (finance, logistics, administration, and security)
- Any other tasks need to ensure the success of the REACH mission in Nigeria.
Asset Management
Managing Field Surveyor Teams:
- The REACH Field Assistant will primarily be leading remote data collection but also lead enumeration teams of up to 10 individuals when needed and be responsible to providing direction, logistical and technical support to the enumerators
- They will also support the REACH Assessment/GIS Officer/Field Manager/Senior Field Officer as needed; they will directly manage enumeration teams and ensure key informant networks are developed and maintained.
Data Collection and Quality:
- The REACH Field Assistant will primarily be leading remote data collection over the phone Depending on the needs they will also cover in-person data collection in various field locations
- During remote date collection they are responsible for maintaining a good relation to local guides and other stakeholders in the field
- In case of in-person data collection they are responsible for ensuring the enumerators are following data collection procedures, conducting monthly trainings on the tool for enumerators and reporting any challenges relating to data collection or quality to the Field Manager
- They will conduct daily briefings for enumerators to address any problems identified in the email updates from the database unit and Field Manager.
FLATS Support:
- The REACH Field Assistant will provide FLATS support to the Field Manager by filling and tracking order forms and tracking existing and incoming REACH assets in field locations as needed
- They will also provide support in organizing movement of REACH teams to and from field locations, identifying accommodations and office space, and liaising with appropriate government authorities to ensure REACH can conduct activities as needed
- In coordination with the Field Manager, they will manage the hiring process for enumerators and ensure their payments are processed
- They will in addition ensure proper documentation of working hours for local guides and that their payments are processed. They will communicate challenges relating to FLATS to the Field Manager in a timely manner.
Local Engagement:
- The REACH Field Assistant will seek to build positive relations with local governments, traditional leaders, Community based organization, partners, and other relevant stakeholders
- They will follow guidelines from the Field Manager and report challenges to the Senior Field Officer and the Field Manager.
Other Tasks
- The REACH Field Assistant will participate in other, undefined tasks that are necessary to support the REACH mission in Nigeria.
Managing Field Surveyor Teams:
- The REACH Field Assistant will support the FO in managing the organization’s assets at the call centers / field during data collection.

- The remote data collection will be conducted on need basis in other to cover locations that IMPACT/REACH has no present.
Supervise field surveyor during remote data collection:
- The REACH Field Officer will supervise the field surveyor in the designated call center (s) for remote data collection. FO will assign team lead among the team of the field surveyor for regular update from the center and on availability or need for contact numbers of either key informant or Household through snowballing or readily available contacts.
Cover other field location and projects when needed:
- The REACH Field Officer is expected to support the expansion plan of the project and other developing projects in the min the North-west mission. FOs will be required to travel to other LGAs as directed by the Field Manager.
- They will recruit field surveyors, train them, monitor and supervise the data collection process. Likewise, Field manager can assign any FO to support any project within the IMPACT/REACH mission in Nigeria as require by the IMPACT country coordinator.
FLATS support:
- The REACH Field Officer will provide FLATS support to the Field Manager by filling and tracking order forms and tracking existing and incoming REACH assets in field locations as needed.
