Job Title: Senior Finance Manager

Location: Nigeria

Job Description

  • The Maryland Global Initiatives Corporation (MGIC) is seeking a Senior Finance Manager for an upcoming program in Nigeria.
  • This is a full-time position supporting an anticipated five-year project. The position is contingent upon award.
  • The Senior Finance Manager will be responsible for fiscal and budgetary operations and reporting for the project as well as driving financial strategy and planning.

Duties & Responsibilities

  • Assist in developing the annual budget in close collaboration with senior management team as part of the annual work plan and program results framework development process.
  • Review cash flow projections and expenditures with senior management and financial team to ensure that the project is managed within the agreed budget and adherence to all financial guidelines.
  • Carry out timely expenditure analysis and work with the project leaders to re-program funds where necessary in order to effect programming priorities and advise accordingly.
  • Prepare timely and detailed quarterly and annual reports on financial performance for all stakeholders
  • Oversees budget management, finance, procurement and compliance for the grant.
  • Ensures grant expenditures adhere to all cost principle guidelines as contained in 2 CFR 200, 45 CFR 74; Federal Acquisition Regulations: 22 CFR 226 and 22 CFR 228.
  • Implements internal good accounting practices policies and procurement management.
  • Review and approve procurement quotations.

Qualifications

  • Bachelor’s Degree in Finance, Accounting, Budgeting or related field; MBA preferred.
  • At least 7 years of experience in finance and accounting and 4 years of experience managing international development programs.

Job Title: Director, Monitoring Evaluation and Learning

Job Description

  • The Maryland Global Initiatives Corporation (MGIC) is seeking a Director, Monitoring, Evaluation and Learning to lead and manage MEL components for an upcoming program in Nigeria.
  • This is a full-time position supporting an anticipated five-year project. The position is contingent upon award.
  • The Director will be responsible for the design and implementation of monitoring, evaluation and reporting systems and the development of a strong monitoring and evaluation plan consistent with donor’s results framework, including appropriate indicators, baseline assessment plan / data, targets and a plan to evaluate performance and produce timely, accurate and complete reporting.

Duties & Responsibilities

  • Oversee, implement and monitor all monitoring and evaluation activities for the program.
  • Develop a robust M&E approach that can track the immediate and intermediate effects of program activities, including changes in knowledge, attitudes, responsiveness, data use and technical assistance demand.
  • Design and implement an M&E system capable of timely tracking performance and using the data to adjust implementation for optimal performance
  • Conduct training and workshops related to M&E.
  • Work with PI / PD /TD to establish networks for collaboration between CDC, other stakeholders and donors, academia, research institutes, and other CDC funded programs in country.
  • Work with PI / PD and technical team in developing program goals and objectives as well as MER tools and strategies and synthesize data to inform the decisions on project performance.
  • Provide regular reports on the status of implementation against the project goals and objectives to PI, PD, TD and CDC and other program managers as required.
  • Collaborate with the project team in identifying project activities, processes and outcomes for documentation and sharing lessons learned and best practices.
  • Design and implement learning agenda, as well as implementing key findings in the program in collaboration with the technical director.
  • Coordinate the collection of data and conduct field visits for data validation, quality, and completeness of data sets.
  • Build the capacity of the supported facilities, district health team and project staff in collecting, utilizing, and disseminating data as well as ensuring harmonization of all data.

Qualifications

  • Masters of Science in Epidemiology and / or Statistics.
  • With 7 years of experience in international health programs
  • At least 5 of which are with PEPFAR-funded programs, with at least 3 being CDC-funded.

Job Title: Health Information Systems Lead

  • The Health Systems Information Lead will drive the enhancement of ICT Architecture for the NDR and other health information systems for speed, accuracy, security and interoperability.

Duties & Responsibilities

  • Support software engineering considering data acquisition, data security, and data usage and software development.
  • Lead business process re-engineering and technical requirements analysis.
  • Develop and manage health information systems
  • Lead development of standalone software, tools and utilities
  • Assess gaps in and install computer hardware and networking to enable functioning software.

Qualifications

  • B.Sc in IT, Computer Engineering or related field.
  • At least 7 years experience in software development, architecture and health information systems.

Job Title: Data Quality Lead

Location: Nigeria

Job Details

  • The Maryland Global Initiatives Corporation (MGIC) is seeking a Data Quality Lead for an upcoming program in Nigeria. The Data Quality Lead will develop a framework to mainstream Data Quality Assessment/Improvement (DQA/I).
  • This is a full-time position supporting an anticipated five-year project. The position is contingent upon award.

Duties & Responsibilities

  • Identify processes for continuous data quality improvement, proactively track numerous system reports on data quality, develop and produce data quality reports, analyse data and report on trend
  • Lead joint Data Quality Assessments (DQAs) and transition of DQAs to Ministry of Health in CDC supported programmes
  • Support Implementing Partners in using information from the DQA exercise to guide their identification and selection of indicators for DQI activities.
  • Lead matching of data fields from multiple systems to identify data mismatch and its causes
  • Support updating of DQAs to reflect APR and SAPR indicators; as well as the development of a data quality review module on NDR.
  • Carry out regular system investigations and data audits and make recommendations to management that will ensure efficient data management process within the network asset management systems
  • Identify and analyse system and data management processes ensuring that technical specification and other technical documentation is completed and distributed in a timely manner
  • Identify and develop functional training needs and resources and deliver training to system users ensuring changes to system and data management processes are delivered in an efficient and comprehensive manner
  • Provide specialist technical advice and support to other system specialists and stakeholders regarding data quality, system processes and procedures which support the operation and strategic direction of the programme

Qualifications

  • MSc in Statistics, Data Science or related fields
  • Experience with DQA methods.
  • At least 5 years of experience in data quality assessments and audits.

Job Title: Director, Health Informatics

  • The Maryland Global Initiatives Corporation (MGIC) is seeking a Director, Health Informatics to lead strategic information interventions for an upcoming program in Nigeria.
  • This is a full-time position supporting an anticipated five-year project. The position is contingent upon award.
  • The Director, Health Informatics will ensure the implementation of Health Information Systems (HIS) best practices in alignment with country, donor and organizational policies and procedures.

Duties & Responsibilities

  • Design and lead project initiatives and provide technical assistance related to scaling up the implementation and maintenance of the National Data Repository / Electronic Medical Record (NDR).
  • Oversee HIS assessments and development of solutions to address identified gaps
  • Develop capacity building plans for facility, state and national ministry staff in implementing HIS.
  • Establish requirements of data sets for analysis, data dictionaries, metadata and dashboards.
  • Provide technical assistance in HIS at national, state and facility level.
  • Oversee development and implementation of annual work plans for HIS components of the project.
  • Support M&E planning to answer key questions including assisting in the development and tracking of indicators.
  • Coordinate and collaborate with the various partners / stakeholders.

Qualifications

  • MS in Epidemiology or Microbiology, MPH, Computer Science or other relevant technical advanced degree.
  • At least 7 years’ experience in implementing HIS programs, with at least 3 focused on HIV programs.
