- Tuberculosis Data, Impact Assessment, and Communications Hub (TB DIAH) is a five-year Associate Award funded by the United States Agency for International Development (USAID). The objective of TB DIAH is to ensure optimal demand and analysis of both routine and non-routine TB data for decision-making and their appropriate use to support interventions, policies, and performance management of national governments, ministries of health, national TB programs, USAID and other stakeholders. TB DIAH is implemented by the Carolina Population Center, University of North Carolina (UNC) at Chapel Hill and sub-recipient John Snow, Inc. (JSI).
Responsibiities
- The Digital System Developer will work in close collaboration with USAID/Nigeria, the National Tuberculosis and Leprosy Control Program (NTBLCP), and relevant TB implementing partners to improve data management to ensure real time availability of quality data for decision-making.
- The expert will ensure the integration and interoperability of the different electronic TB management information systems (TB-MIS) in Nigeria.
- The Digital System Developer will be responsible for engineering, developing and supporting digital products and solutions for NTBLCP including dashboard, situation room, mobile apps, and other solutions to ensure excellent analytical processes and visualizations.
- The consultant will have experience and expertise in data analytics with good knowledge of statistical packages to handle big data including Tableau and other visualizations software.
Specifically, the Digital System Developer will:
- Serve as an expert to develop, deliver, and maintain high quality digital health technologies for TB programs being supported by TBDIAH in collaboration with NTBLCP and relevant implementing partners.
- Collaborate with Digital Health expert and NTBLCP to understand and solve problems related to the electronic platform for managing TB data collection, analysis and reporting.
- Designs, develops, and implements digital solutions for TB M&E and surveillance using a mix of off-the-shelf, software-as-a-service, open-source, and custom-built software.
- Follow established processes and uses tools and technologies that are consistent with existing solutions, infrastructure, and support capabilities.
- Thoroughly documents all solutions so they can be efficiently supported and maintained.
- Troubleshoot, fix defects, and extend the functionality of existing websites, systems, applications, mobile apps, and content management systems for TB data.
- Contributes to the ongoing development of digital health team within NTBLCP/STBLCP by offering recommendations in the areas of process improvement and new technologies.
- Identify opportunities in creating preconditions and incentives informing digital health policy proposals, meeting NTBLCP’s mission to protect and promote public health while supporting technological advances.
- Provide advice, consultations and training to internal and external experts on the current state of digital health technologies, policies, and functionalities.
- The Digital system developer will work closely with TBDIAH’s Digital Health Expert, NTBLCP, and other subject experts from the implementing partners in Nigeria as well as TB DIAH /HQ team.

Qualifications
The following qualifications are required:
- Master’s degree or higher in Computer Science, Management Information Systems, Data Science, Public Health, or a related field.
- Minimum of seven (7) years’ relevant experience in Information Technology (IT), software development, interoperability, and/or data visualization.
- Preferably have a good understanding of TB electronic surveillance systems and / or case- based management systems, e.g. DHIS2, eTB Manager etc.
- Demonstrated experience working in teams of developers and programmers.
- In-depth knowledge of developing and implementing health information systems.
- Comfortable in a fast-paced, customer-oriented, and flexible environment.
- A bias toward action and a proven track record of delivering projects and products.
- Have excellent communication skills to engage an organization of multiple specialties.

- The Resident Advisor/Team Leader will work in close collaboration with USAID/Nigeria, USAID TB implementing partnering, the National Tuberculosis and Leprosy Control Program (NTBLCP), and their sub-national counterparts as well as relevant TB stakeholders to improve the performance of the TB monitoring and evaluation (M&E) and surveillance system in Nigeria
- The Advisor will work as part of a team to identify gaps in TB strategic information (SI) and reporting gaps and provide technical assistance to support NTBLCP/STBLCP, IPs and USAID/Nigeria
- In collaboration with other TBDIAH teams, the Resident Advisor will provide leadership and technical support to the IPs, NTBLCP and their sub-national counterparts with the analysis, interpretation, and dissemination of TB-related data, that will facilitate decision making among USAID stakeholders.
- The Resident Advisor will be responsible for oversight, coordination, and implementation of TB DIAH activities to assist NTBLCP to complete the transition from a paper-based to an electronic TB-management information system (MIS) and improve the capacity of NTBLCP/STBLCP to use data for decision-making at all levels
- The Resident Advisor will be the main point of contact for TB DIAH in Nigeria and will coordinate TB DIAH activities and communication with the USAID Mission, implementing partners, and NTBLCP
- The Resident Advisor will lead the team of TBDIAH experts in Nigeria.
Her/his specific responsibilities include:
- Collaborate with technical program experts from implementing partners, NTBLCP, and their sub-national counterparts to analyze, interpret and disseminate TB-related data that will facilitate decision making among TB stakeholders, especially USAID/Nigeria and the federal government of Nigeria.
- Assess the current TB M&E and surveillance system.
- Assess TB’s M&E capacity (i.e., skills, motivations, data use needs, gaps, weaknesses, bottlenecks, and data collection and reporting capacity for essential prevention, diagnosis, and treatment cascades) at various levels (i.e., central, provincial, and operational district).
- Develop a roadmap with the goal of making the electronic TB-MIS the official reporting system.
- Conduct NTBLCP -level training of trainers (TOT) on TB M&E, surveillance, and use of data for decision making.
- Oversee and coordinate the TBDIAH work plan and activities in Nigeria.
Qualifications
The following qualifications are required:
- Master’s Degree or higher in Public Health, Epidemiology, Biostatistics, or a related Social Science field is required. Applicability of the field of study to international TB Epidemiology is preferred. A Degree in Clinical Medicine preferred.
- Minimum of ten (10) years relevant experience in TB disease surveillance strengthening, TB data collection and reporting, data quality and surveillance program improvements, with at least five (5) years experience in Nigeria.
- Demonstrated experience working with NTBLCP and other infectious disease control programs in developing countries.
- Sensitivity toward cultural diversity and an ability to work across various sub-group of people in Nigeria.
- Ability to work independently, lead, and manage multiple activities.

- The M&E Capacity Building Specialist will oversee capacity-building support to National Tuberculosis and Leprosy Control Program (NTBLCP), the state counterparts – STBLCP and implementing partners that support TB services
- S/he will provide oversight, technical direction and implementation of strategies and interventions to strengthen data management and coordination capacity of NTBLCP/STBLCP and implementing partners
- This may include support to develop skills in leadership, data management and coordination, data analysis and interpretation, data quality assurance, and use of data for evidence-based decision-making
- In addition to facilitating formal training, the Specialist will work closely with the NTBLCP and IPs staff to provide hands-on skill-building mentoring and coaching
- Overall, the M&E Capacity Building Specialist will aim to strengthen the TB strategic information (SI) with a particular focus on capacity building to improve the national-level data transparency, quality, and use in USAID’s priority states and other states where USAID contributes to and provides technical assistance.
Specific Responsibilities:
- Develop, adapt and implement a capacity-building package for NTBLCP at central level and sub-national level (state, LGA and facility).
- Provide in-country technical leadership and support for capacity building on TB data management especially routine data.
- Support NTP Strategic capacity building Plan development and implementation.
- Develop and implement mechanisms to measure progress in M&E capacity that is linked to TB program performance.
- Develop and adapt training curricula to align with internationally recognized modern approaches in data management and TB control.
- Assist in identifying requirements for specific technical assistance, develop appropriate scopes of work, and work with implementing partners to scale-up relevant capacity-building activities for the sub-national level staff (states, LGAs, facilities).
- Lead the development and documentation of effective tools and approaches for institutional capacity building, and maintain an inventory of successful strategies and approaches.
- Document and ensure lessons learned by contributing to project reports, publications, internal and external presentations.
Qualifications
The following qualifications are required:
- Master’s Degree in Public Health or an Advanced Degree in a related health field from an accredited college or university.
- Minimum of seven (7) years’ relevant experience in TB disease surveillance strengthening, TB data collection and reporting, data quality, and surveillance program improvements, with at least three (5) years’ experience in Nigeria.
- At least 3-5 years’ experience in each of the following areas:
- Designing and implementing TB prevention and control program in Nigeria
- Providing TB technical leadership
- Managing similar health projects
- Interacting with donors, implementing partners and host country government
- Demonstrated experience working with NTBLCP and other infectious disease control programs in developing countries.
- Sensitivity toward cultural diversity and an ability to work across various regions of the world.
- Ability to work independently, lead, and manage multiple activities.
- Demonstrated experience and ability to apply adult learning and participatory teaching andragogy is very important.

- Review interventions historically implemented in Nigeria to roll out electronic TB-MIS; compile and analyze lessons learned and best practices, and produce and present a report to NTBLCP, USAID mission and relevant USAID-IPs.
- Analyze the current electronic system to see what’s working and what’s not working; review user interface design (e.g., user-friendliness and functionalities that meet the users’ needs) and structure issues; Assess its readiness for interoperability with other care-based management systems.
- Provide technical leadership in the process of developing TB-MIS road map.
- Provide technical assistance in the development of detailed implementation plans for digital solutions for TB M&E and surveillance engaging stakeholders.
- Work with the TB DIAH/HQ team in gathering users’ requirements for developing NTBLCP and sub-national level dashboards and scorecards; testing the prototype instance of the dashboard, and provide technical assistance in the roll-out of the dashboard.
