We are recruiting to fill the position below:

Job TitleStore Keeper

Location: Jere / Maiduguri, Borno State– North East Nigeria (100% field)
Employment Type: Full-time

Reporting to: Project Manager

Missions and Responsibilities
Reception:

  • Collect waybills from the truck driver
  • Supervise the offloading of the commodities and stack in pallets in a uniform manner that facilitates counting, and leaving corridors to ease movement within the warehouse.
  • Check each offloaded item for damage.
  • Count the total items received.
  • Indicate on the waybill any shortage or excess.
  • Fill the log book containing the drivers’ information, items information, quantity received, shortage or excess.
  • Fill or update the stock and stack cards
  • Request from the driver to sign the log book and the waybill, acknowledging any comment on excess or loss.
  • Report any shortages, excess or damage items to the Project Manager immediately
  • Compile all primary and secondary waybills and hand to the M & E

Receiving of Damaged items:
On receipt of a damaged item:

  • The Storekeeper:
    • If it´s a sensible item ensure storage is separated from main warehouse.
    • Take pictures of the items
    • Send pictures and details immediately to program coordinator
    • Prepare a plan for sieving or destruction to propose to the Project Manager and await instructions.
  • The Tally Clerk

Storage:

Dispatch to the Field:

  • Record the quantity in the log book and ensure the driver signs

The storekeeper assisted by the Tally clerk ensure:

  • All items should be stacked on clean pallets.
  • Stacks should not be too high, as they become unstable. Observe stability per item and do not permit risk of collapse or sliding.
  • Stacks should be at least 1 m from walls.
  • Stacks should be at least 0.5 m from the roof.
  • There should be at least 2 m between stacks.
  • Only commodities of the same kind should be stack together
  • The total quantity on each stack should be tacked on the stack in a visible manner. As much as possible, keep stacks with round figures to ease counting.
  • Store items in a way that facilitates the First in, First out (FIFO) rule. Do not keep all the first stock at the end of the warehouse without enough space for maneuver.
  • Count inventory every day and crosscheck with recorded data on incoming and outgoing commodities

The Store Keeper:

  • Calculate the total of each item to be sent to the field following entitlement per beneficiary or family, based on project specifications. Do not allow any project staff to request for approximate estimates. Any request is matched to a distribution plan that breaks down all necessary items.
  • Ensure the trucks are clean and in good condition and suitable for the commodities.
  • Send items following the First in First out rule (FIFO). This needs to be strictly enforced for consumables especially food. No item should be dispatched if one of the same kinds was received before and is still in the warehouse.

The Tally Clerk:

  • Pre-count the stacks involved tallying all the tack cards, and count each item being loaded. Count well to avoid excess or reduced items being send to the field.
  • Only one carton, packet, or bale should be open at a time.
  • Fill Waybills with the correct information and quantity of each item Any other tasks that maybe assigned by the supervisor

Job Requirements

  • Bachelor’s degree in Accounting, Management, or in a related field.
  • Experience in a humanitarian context, preferably in an emergency context;
  • Work experience of 2 years in a similar position
  • Experience working and / or collaborating on a PAM project would be an asset

Job Title: Assistant Security Officer

Purpose of the Position

  • Support PMs Senior management to reduce the risks posed to the programs, personnel and assets of SHO.
  • S/he will support the Senior Management and the program team in managing all aspects of Safety and Security whilst providing advice and coordination to all SHO staff, contract employees and visitors and third parties.
  • S/he will work closely with SHO personnel to ensure Safety and Security compliance, make recommendations and manage the integration of safety, security and risk management in program implementation.
  • S/he will support the implementation of SHO Risk Management Procedures within the area of operation supporting the senior management and all SHO staff in ensuring compliance to safety and security standards

Duties and Responsibilities

  • Establish and maintain an active information network, which includes INSO, NGOs, CIMIC UN and other national and international security actors to obtain credible and relevant safety information. Liaison & co-ordination with Police, Security forces & other stakeholders as required.
  • Provide SHOs mission with timely and credible security information and support context and situation analysis of the local security situation through daily incident alerts, weekly incident lists and bi-weekly analytical reports.
  • Keep an update network of contact with NSAG, Community leaders, Elders, Village chiefs and other influential people within the area of operation in order to ensure proper communication and monitoring of those areas.
  • In close cooperation with Senior management and the program team, conducts security risk assessments and risk analysis and advice the Senior management on security and safety measure and access to areas SHO operates.
  • Supports the Management and Protection Unit in developing and sustaining a dialogue on conduct of hostilities with relevant military operational commanders
  • Conducting site-security surveys, drills and assisting in crisis evacuation planning. Develop security tree and operational plan for emergencies. Support on context, situational and risk analysis on assigned locations prior to deployment.
  • Conduct pre-deployment trainings/briefings to all team members prior to each field mission. Carry out periodical follow –up security trainings for staff at the field level.
  • Monitor staff movement and tracking systems while maintaining operational security. Identify areas of Security Management requiring external support
  • Provide assistance in the conduct and follow up of investigations and incidents affecting SHO staff and offices: help to prepare staff to prepare incident reports and forward to senior management
  • Ensures proper check-in (remotely or bilaterally) with field level staff on a regular basis to gather relevant information and to update fact sheets.
  • Undertake regular visits to the field areas/other locations (office, guest houses etc) covered by SHO and provide support to the team on ground in meeting all required security measures. Make an assessment on the security set-up of the field offices Provide a monthly report with a concrete plan for the following month.

Requirements

  • The ideal candidate should be university graduated in relevant field, with a minimum of 3 years of experience working as a Security Officer in a humanitarian/recovery context.
  • Should have expertise in responding to security incidents, establishing security policy procedures, conducting security assessments, and documented results related to the position’s responsibilities.
  • Should demonstrate understanding of humanitarian safety practices and principles and their application.
  • Should demonstrate strong experience, based on evidence, of humanitarian negotiation (with national authorities, local authorities, non-state actors, military forces) and humanitarian access in complex emergencies.
  • Should be willing and ready to support the field team in designing and implementing the “acceptance strategy” especially for hard to reach and remote field locations.
  • Ability to help focal points and management teams in learning, growing, and thriving in their resilience to safety and security issues.

Job Title: SCOPE Registration Officer

General Purpose of the Position

  • Under the supervision of the Food Security (FS) Field Coordinator, the role oversees the implementation of the WFP funded SCOPE registration activities in all the Food security and Livelihood project locations within Borno state.
  • The role-holder closely liaises with other FSL Project Officers and SCOPE Registrars to ensure smooth registration of beneficiaries and issuance of SCOPE cards to enrollees.
  • S/he will be the overall supervisor of the scope registration team and will be responsible for field management, coordination and regular monitoring of the project in all the areas of operation.

Tasks and Main Responsibilities

  • Manages and regularly updates the Food Security and Livelihood project SCOPE/digital registration in compliance with the defined project strategy as well as SHO and WFP guidelines.
  • Supervises the SCOPE registration team and provides appropriate guidance and oversight as they conduct daily field activities.
  • Total management of the SCOPE/ digital registration equipment, materials and data.
  • Manages the SCOPE /digital registration data, progress report of the e-registration activities to enhancing smooth distribution exercise.
  • Facilitates the training of Scope project staff on Scope online/offline system focusing on efficient planning, coordination, and implementation and monitoring of the project activities.
  • Manages shared e-registration related complaint in accordance with WFP guidelines.
  • Liaises closely with WFP SCOPE Unit/Office regarding SCOPE implementation and related issues.
  • Actively participates along-with other project officers in coordination meetings, if requested.

Professional Requirements

  • Programming/Sciences/ Engineering or Social Sciences, Development Studies, Nutrition, Agriculture or other relevant discipline and evidence of NYSC discharge certificate

  • Minimum 3 years Banking Sector experience working on ATM machines or 3 years’ experience in the NGO Sector of which 2 years should be working in SCOPE Registration/ e-registration programming / or project implementation in a humanitarian context;

Job Description

  • To oversee high quality Food Security projects cycle management (PCM) in line with the Mission’s strategy and through an effective supervision of and support to all Field Coordinators and DPM; in alignment with BSFP coordinator, other PM peers
  • To oversee the Food Security project’s Quality Programmes Management (QPM) through an effective supervision with the technical manager
  • To oversee Food Security’s Grant’s management and donor relations through an effective project supervision.
  • To contribute to the Food Security project’s human resources management through an effective supervision of project staff.

General Context of the Job / Project

  • The Protection and AAP Officer will work on integrating and mainstreaming protection and APP at the strategic programmatic and operational levels across all locations of WFP’s presence in Borno. The incumbent will support the Protection and AAP Advisor to provide expert advice to Management and Programme staff mainstream protection and AAP and implement with Humanitarian Protection and AAP and work closely with Cooperating Partners implementing project activities to ensure the appropriate implementation of the aforementioned policies.
  • The successful candidate will operate with a high degree of independence to ensure that programme and policy objectives are achieved in full. The incumbent will be involved in a wide variety of programme and policy activities and analytical work some of which may be of considerable complexity. Job Descriptions

  • Carry out daily monitoring visits, focus group discussions, participatory assessments, key informant interviews in accordance with SHO’s information collection and management plans and standards, ensuring appropriate treatment of sensitive information;
  • Ensure that mainstream protection is implemented by all agencies and in the whole camp.
  • Assess protection issues captured or identified during daily activities and make appropriate referrals for services to humanitarian or other actors as per the referral pathway or best practices;
  • Identify cases in need of urgent response and directly follow-up/accompany affected individuals to services providers when needed to ensure access to services;
  • Work with supervisor to create weekly work-plans and prioritization of tasks;

Purpose of the Position

  • Under the direction of the BSFP Project Manager, the MEAL Officer will be responsible for all MEAL related activities including, but not limited to: monitoring progress on project indicators, elaboration of MEAL tools, conducting needs/market/process/post activity assessments and monitoring, beneficiary database management, recalibration of beneficiary targeting at project mid-point, development and implementation of accountability mechanism as well as compilation of as at point of need, monthly, bi-monthly, and quarterly reports.

Responsibilities
Under the management of the BSFP Project Manager:

  • Participate in planning and undertaking surveys, rapid assessments, as well as in the Monitoring, Evaluation, Accountability & Learning of the SHO programs’ activities.
  • Support the Food Security & Livelihood Manager in developing and strengthening monitoring, evaluation, accountability and learning procedures
  • Monitor dedicated project activities, expenditures and progress towards achieving the project output and outcomes
  • Recommend further improvement of the logical frame works and help develop monitoring and impact indicator for the programs’ successes
  • Provide feedback to the Program Manager on project strategies and activities
  • Report weekly, monthly, quarterly, half-yearly and annual progress on all project activities to the Program Managers

Purpose of the Position

  • Under the direct supervision of the Finance Officer, the Roving Finance Assistant will oversee and manage all field transactions; petty cash reimbursement and coordinating payment to volunteers, preparing financial documentation and reporting all financial activities carried out in the field. In addition, S/he will take charge of reviewing payments, purchase request, reviewing financial records for accuracy, prepare bank reconciliations, and conduct cash counts. S/he will ensure the strict compliance to SHO’s internal regulations, financial policies and procedures.
  • In collaboration with Maiduguri finance officer, prepares the monthly visit plan and communicates it with the finance management for approval.
  • Partakes in periodic visits to the fields to manage financial issues in collaboration with the fields administrative/focal points.
  • Conducts periodic cash counting for the fields safe boxes and generates cash counting reports.
  • Follows up and closes the pending amounts of the fields’ staff.
  • Checks and collects the fields financial documents (invoices, receipts, attendance sheets…etc) and supply them to Maiduguri finance office for archiving and safe keeping.
  • Ensures integrity of all financial supporting documentation, proper filling and archive thereof to satisfy SHO regulations;
  • Supports the projects staff in any related financial issues like volunteers’ payments, casual workers, guards, housekeepers and ensures strict compliance in following appropriate payment documentation.
  • Carries out periodic checks for the logistics works in the fields and collaborates with the logistics staff for any needed financial support.
  • Carries out the cash movements from Maiduguri office to the fields according to the projects’ managers requirements and cash requirements forecast.
  • Registers the fields expenditures in the sub PN and reports his daily PN to Maiduguri Finance officer to check and consolidate.
  • Monitors the fields staff pending aging and liaise with them to close the pending in accordance to the specified maximum aging in SHO Control Model.

  • Carryout field level record entry into the appropriate database for BSFP project and program level data entry into Design, Monitoring, Evaluation and Learning (DMEL) reporting platforms on a regular basis

Summary

  • Under the supervision of the Protection Officer, the CFM Assistant is responsible for ensuring mechanisms are in place in all SHO project sites to strengthen the quality and accountability of the emergency program especially in regards to information sharing, beneficiaries’ participation, complaints and response mechanism.
  • The CFM assistant is also responsible for the provision of support to Food Security project to strengthen Food security activities in the field in accordance with SHO principles and ensures field activities are executed in an efficient manner.

Tasks and Main Responsibilities

  • Ensures complaints are received and handled following organizational guidelines.
  • Assists in conducting of individual interviews and beneficiary’s assessment
  • Supports the collection of information/data about all needs and concerns of the targeted population.
  • Supports in ensuring all committee and messages related to project are gender / protection sensitive.
  • Supports in ensuring complaints are properly managed (either individual or group); recorded, treated and appropriate feedback is accorded to the complainant maintaining strict protocols for confidentiality and consent.
