The Nigerian Red Cross Society (NRCS) was established through an Act of the Parliament in 1960 to complement public authorities in humanitarian interventions with the mandate to prevent and alleviate human suffering at times of peace or conflict, and to support individuals and communities to respond effectively to emergencies, without any form of discrimination as to class, gender, race, political opinions or religion.

We are recruiting to fill the position of:

Job Title: Director of Finance and Resource Management

Location: NRCS Headquarters, Abuja
Line Manager: Secretary General

Job Purpose

  • The Director of Finance and Resource Management shall be responsible for providing overall guidance, leadership and direction in the execution of financial activities of the NRCS. This role also entails anticipating and controlling financial risks through creation of strong internal control environment.
  • He/she oversees planning, directing, organizing and controlling the operations of the department to ensure NRCS achieves its mandate in accordance with accepted accounting principles and NRCS policies and procedures. He/she will provide Management and the Board with timely, complete and accurate financial information for necessary decision making.

Job Duties And Responsibilities
The Director of Finance and Resource Management will have the following responsibilities:

Budgeting and Planning:

  • Leads the Budgeting process and guides the management on compliance and rationalization
  • Contribute to NRCS Strategic Development Planning
  • Provide technical support to budget holders/head of departments and units in development of their budgets
  • Support in funding plan, strategies and putting supportive systems in place to ensure accountability
  • Oversee cash flow management process making sure that funds are available for operational use
  • Coordinate cash forecasts with HODs and Branch teams
  • Consolidate the NRCS budgets and give overview to senior management team
  • Lead the budget revision sessions and advise on their realism, consistency and compliance with applicable standards
  • Coordinate proactive monitoring and reporting of budget positions to all departments and programs
  • Review monthly budget monitoring reports and take corrective action

Financial Control:

  • Coordinate the development and implementation of finance and accounting policies, processes and procedures in line with leading practices
  • Identify risks and financial implications of various projects/ initiatives and advise the Secretary General and management team accordingly
  • Oversee the establishment of efficient controls to mitigate identified financial risks
  • Review and authorize key expenditures/ transactions of the departments in line with the NRCS approved budget and manual of financial authority

Treasury Management:

  • Proactively manage and monitor NRCS cash flows, ensure optimal cash management and implement best practice in treasury management procedures
  • Review cash request analysis and ensure that the NRCS has enough cash to run its activities
  • Provide regular cash forecasts for the attention of the Secretary General
  • Implement mechanisms to safeguard NRCS liquid and fixed assets in line with NRCS financial policies

Donor Reporting:

  • Review the finance sections of funding proposals for donors
  • Compile accurate, regular and timely financial and narrative reports for NRCS and for donors
  • Coordinate the donor financial reporting process ensuring that the reports are prepared and sent to the donors before due dates

Financial Analysis & Reporting and Tax:

  • Provide timely, accurate and relevant financial information/reports to aid management decision making
  • Manage NRCS statutory reporting obligations on an accurate and timely basis including production of annual reports and accounts
  • Ensure all recommendations from the external auditor’s management letters are adequatelyaddressed
  • Oversee tax planning to optimize NRCS tax position (majorly PAYE) and ensure compliance accordingly

Accounting and Book-keeping:

  • Oversee payment process to ensure that all transactions are within accepted standards and in accordance with laid down processes
  • Set up a functioning accounting system that ensures transactions are captured accurately and in a timely manner
  • Set up month end calendar and ensure it is strictly adhered to
  • Review and validate all balance reconciliations
  • Carry out frequent data backups for the Finance Department
  • Oversee filing system to enable easy retrieval of information
  • Capacity Building for Finance and Program staff
  • Support and train key finance staff and other staff on finance management as required
  • Provide advice on improving the financial reporting component as well as the use and benefit of international accounting standards
  • Ensure that lessons learnt and good practice from finance management are used to improve future financial management
  • Develop finance structure and ensure the department has adequate expertise in achieving efficiency and effectiveness in supporting NRCS using a customer-oriented approach
  • Participate in recruitment of new staff within the department
  • Induct and train new finance staff in collaboration with HR
  • Facilitate effective delegation, support and follow up to build capacities of finance staff
  • Maintain a motivated and effective team
  • Periodic establishment of objectives and carrying out regular performance reviews
  • Support finance staff in development of learning objectives and championing necessary training opportunities with the aim of increasing department staff expertise

General:

  • Manage direct line reports and assigned resources such as financial, equipment, etc.
  • Monitor Key Performance Areas to ensure an adequate financial management of operation projects at all levels
  • Prepare adhoc analysis reports to the management team (e.g. financial implications and budgets for the existing plans, allocation of shared costs, etc.)

Qualifications And Experience

  • Master’s degree in Accounting, Finance Management or Business administration
  • Bachelor of Commerce, Accounting or Finance management
  • Certified chartered accounts/Certified Public accountant ( e.g. ICAN, ACCA, ANAN)
  • Proven experience in staff supervision.
  • Experience with large ERP systems, as well as knowledge of accounting software preferred.
  • Strong financial analysis and excel skills.
  • Strong accounting knowledge, analytical/problem solving skills, creativity and initiative.
  • Minimum of 15 years relevant working international experience, with at least 5 years in a management level position
  • Previous experience in managing international donor grants

Job Title: Director, Human Resources & Support Services

Job Purpose

  • The Director Human Resources and Support Services will be responsible for the coordination of HR and administrative operations of NRCS and ensuring that the day-to-day affairs of the organization is appropriately managed by developing and implementing policies and processes for Security, Logistics, HR, ICT and Admin departments.

Job Duties and Responsibilities
The Director Human Resources and Support Services will have the following responsibilities:

Strategic:

  • Oversee the planning and forecasting of the society’s workforce requirements, organizational structure and manning levels, in line with overall corporate goals and objectives
  • Monitor HR and talent strategy that supports NRCS and covers all facets of human resource management activities for the society
  • Develop and oversee the implementation of annual operating plans of his/her assigned units, i.e. Security, Logistics, HR, ICT and Admin
  • Coordinate the establishment of operating policies and procedures, consistent with NRCS policies and objectives, for Administration, Logistics, Human Resources and Securityservices
  • Ensure that security risk management is embedded across all areas of the NRCS to enable business operations whilst protecting all NRCS volunteers, personnel, assets, and operations
  • Participate in the development of long- and short-term strategic objectives, operating plans, policies and budgets for all units under his/her direction

Operational:
HR and Admin:

  • Collaborate with other Directors and Department Heads to assess talent needs, capability gaps and design/develop talent strategy to support the society
  • Facilitate the recruitment and orientation of newly appointed staff at National Headquarters and in Branches
  • Ensure that the corporate culture and underlying values for NRCS and drive implementation is properly articulated
  • Collaborate with senior management to assess talent needs, capability gaps and design talent strategy to support the society
  • Serve as advisor and functional expert on key talent strategies and issues, including succession planning, leadership development, employee retention, compensation and benefits, etc.
  • Develop HR and talent strategy that supports NRCS and covers all facets of human resource management activities for NRCS
  • Oversee the articulation and execution of the NRCS HR strategy, and ensure alignment with the strategy, goals and objectives
  • Validate periodic reports of the HR function and ensure implementation of improvement recommendations

Logistics:

  • Ensure that the NRCS has the proper policies and procedures for procurement, warehousing, fleet management and other logistics requirements of the National Society
  • Oversee long term procurement planning and demonstrate ownership for the implementation of an operational cost reduction program including cost tracking practices/methods in order to maintain competitive edge in the market
  • Ensure that the highest standards of transparency and accountability are enforced in all logistics processes (procurement, warehousing, fleet, etc.) and the control mechanisms are in place to prevent fraud and corruption
  • Promote and facilitate proper coordination with the rest of the teams, particularly with programmatic areas, to ensure that their logistics needs are met in a timely and quality manner
  • Implement and oversee the approved vendor selection and evaluation process and the documentation of Service Level Agreements required for defining relationship with vendors
  • Oversee adherence of vendors to Service Level Agreements (SLAs)
  • Oversee the identification and pursuit of new partnerships and supplier opportunities

Other areas:

  • Ensure the optimal management of IT resources to optimise performance and enhance the capacity of the NRCS to operate
  • Ensure that adequate administrative services are provided to the NS and its programs in accordance with appropriate procedures and policies
  • Ensure that adequate legal services are provided to the NS and its programs minimizing the legal risk and protecting the integrity of the NRCS
  • Ensure that the NRCS has a proper Security Framework in place to protect its volunteers, staff, assets and integrity and that Security Framework is properly enforced across all programs and branches of the National Society
  • In collaboration with the Asst. Coord. for Risk Management, ensure that adequate risk analysis is provided to the Secretary General on all areas under his/her responsibility

Collaboration and Alliance Management:

  • Share and collaborate with other organization leaders on best practices that improve unit systems and process performance
  • Identify and build key relationships (partners, community, regulatory, authorities) at levels appropriate to existing strategy and the needs of the organisation

Corporate Performance Management:

  • Ensure superior execution is cascaded down through the organisation via financial and operational action plans and performance feedback
  • Guide organisational decision-making through monitoring of active metrics and management of goals, objectives, budgets, and systems, consistent with NRCS organisational and strategic objectives
  • Continuous assessment of the performance of the NRCS strategy and adapting on-going continuous improvement in operations

Job Title: Director, Programs

Job Purpose

  • The Director of Programs will be responsible for overseeing the development and the implementation of high-quality programs while ensuring integration and impact across all programs and projects in the NRCS.
  • He / she will mentor and supervise the programs’ department heads, ensuring alignment of programs with NRCS strategic direction and adopted policies, the use of good project management practices and compliance with NRCS rules and regulations.
  • He / she will also coordinate collaboration with Red Cross/Red Crescent partners, Government authorities and other partners, representing NRCS programs at the senior level with international organizations, government entities and other relevant bodies.
  • He / she will be responsible for developing partnerships and mobilizing resources to ensure that NRCS has the financial, technical and human resources required to ensure the delivery on its mandate.
  • He / she will ensure that the planning, implementation and reporting of all programs is done in accordance with NRCS and donors’ requirements, ensuring that the highest standards are respected in terms of reporting, financial management, accountability to beneficiaries.

Job Duties and Responsibilities
The Director Programs will have the following responsibilities:

Strategic:

  • Provide strategic guidance to the program HODs in developing their own strategic plans, defining objectives and plans of action and ensure a coherent and integrated approach.  For this purpose, ensure that standard cross cutting issues, such as reporting, finance and administrative requirements are integrated into the plans of action of each of the concerned departments.
  • In close cooperation with the Secretary General and the Coordinators for Branch Operations, clear guidance and proposals shall be developed to guide the regular work of NRCS branches (pillar 1) across the organization.
  • Work closely with the Coordinators for Branch Operation to ensure seamless implementation of programs (pillar 2) across the National Society, defining clearly roles and responsibilities of the different levels of the organization.
  • Ensure clear communication of the overall objectives of the society for its humanitarian and development programs
  • Direct and guide the design and development of concept papers, proposals and partnerships.
  • Champion the process of developing and implementing institutional and operational capacity enhancement initiatives with the objective of improving the NRCS services delivery capacity
  • Develop and maintain strategic relationships with key development partners and champion the formulation of strategic alliances for development purposes
  • Keep the Secretary General and Governing Board aware of program developments and ensure that the appropriate policies are developed to meet the Society’s mission and objectives and compliance with all relevant statutory regulations.

Operational:

  • Oversee planning and implementation of programs as well as project monitoring, evaluation and reporting
  • Manage the internal and external proposal submission and review process at the national and international levels, as well as to a timely movement of proposals through the entire process
  • Validate technical and financial reports on all programs to effectively monitor and steer the activities of the society in line with humanitarian needs and donor requirements
  • Undertake assessment of the NRCS Program staff skills / knowledge working in program areas and recommend improvement actions to individuals, Heads of Departments as well as to the Secretary General of the NRCS
  • Ensure the achievement of planned outcomes and deliverables following quality standards, in a timely fashion, and within budgets.
  • Ensure a robust and coherent monitoring of the situation and its potential evolution, and ensure that humanitarian interventions are responsive to current and emerging needs and threats

Partnerships and Resource Mobilization:

  • Promote and supervise the development of quality program proposals in the respective programmatic areas to mobilize resources for NRCS to deliver on its mandate.
  • Maintain strategic dialogue with authorities, humanitarian donors and other partners promoting strong and sustainable partnerships, in full respect of our Fundamental Principles, that would enable NRCS to deliver on its mandate.
  • Ensure that NRCS, donor and partner minimum requirements are properly met in all programs, respecting the highest standards in transparency, financial management, reporting and evaluation, accountability to beneficiaries.
  • Promote the positioning and visibility of the Nigerian Red Cross through effective communication to ensure that the work of the National Society is known by the public, the authorities and the partners.
