Job Description

- SIF is a regognized partner of Nigerian Humanitarian Fund and the Early Recovery, Livelihoods and WASH sector (access to water, rehabilitation of health infrastructure, hygiene prevention, boreholes, etc).
- SIF worked on supporting the economic activities of heads of household women and child protection.
- In 2021, the mission is going to focus on the development of wash activities and livelihood (training, cash for work) to support internal displaced people and communities.
- SIF is looking to fill a Head of Mission position based in Maiduguri, Nigeria with frequent moves to Ngala.
- You will be under the supervision of the DESK Manager, as part of the SIF Mission Team and you will be supervising the Human Resources, Finance Officers, Program Coordinator and Logistic Supervisor.
- You will be in charge of providing the overall leadership and strategic direction of SIF operations in Nigeria.
Your work will consist of
Leadership of the Country Programme:
- Developing a coherent strategy that contributes to SIF’s objectives.
- Monitoring the emergency humanitarian situation in the country and advise HQs on the appropriate course of action.
- Assessing and responding as necessary to changes in the external environment ensuring these changes are reflected in the country strategy and project plans.
Programme Development:
- Developing SIF’s short and medium term strategy for Nigeria.
- Analyzing the context, risks, operational access issues and availability of resources, in relation to the program objectives.
- Addressing the feasibility of SIFs current proposals and realign them in light of the field assessment findings.
- Developing and maintaining SIFs emergency activities and oversee the scale up of the emergency response.
Representation:
- Representing SIF, coordinating and advocating on key issues with local and national authorities, UN agencies, donors and INGOs.
- Managing external communications in collaboration with the HQ’s communication department. Act as the contact person with press and media.
- Maintaining communications with HQs using the established procedures.
Staff Management/Human Resources:
- Providing leadership and management to the team.
- Participating/overseeing the recruitment process of national staff.
- Interpreting, developing and applying SIF HR policies and terms and conditions, national employment law, consistently and effectively.
- Regularly making performance and management appraisals.
Logistics:
- Overseeing the timely and efficient planning and implementation of procurement and supply of items in line with project needs.
- Ensuring adequate management of warehousing, compounds, transportation, goods in kind and assets according to SIF procedures.
Safety and Security Management:
- Monitoring the security context and act on any deterioration in this that could affect operations.
- Ensuring the updating of the Security plan and produce a weekly security report.
Administration and Finance:
- Overseeing budget preparation and analysis of actual expenditures against the budget.
- Establishing and maintaining SIF field accounting systems.
Required Profile
- You have worked 5 years in humanitarian work, including previous experiences as Country Director, or Deputy Country Director, or chief of Party with INGOs in similar context.
- You are very experienced in strategic thinking, including identifying, analyzing, problem solving and responding to opportunities and challenges and the ability to translate these into practical plans of action.
- You possess strong leadership skills and a supportive management style of all staff.
- You possess strong communication skills, with excellent written and spoken English.
- You have experience of working within an insecure environment with responsibility for security planning, monitoring and management.
- An understanding and commitment to SIF’s mission and values are necessary.
- Familiarity with the Nigerian context and French and/or Arabic speaking would be appreciated.
Working Conditions
- Starting date: As soon as possible.
- French fixed term contract: 12 months.
- Remuneration according to our salary grid.

Job Title: Grants and Fundraising Manager, Nigeria – F / M
Location: Maiduguri, Borno with frequent travels to Abuja and within the country.
Starting Date: As soon as possible
French Fixed Term Contract: 6 Months
Misson / Function
- The Grants Manager is responsible for the coordination and development of proposals for SIF’s programs in Nigeria as well as supporting the Head of Mission with donor relations and fundraising.
- He/she will support the national team to conduct assessment reports and, in cooperation with the Head of Mission, he/she will develop project strategies based on needs.
- He/she will be responsible for drafting project proposals in coordination with the Head of Mission and the Emergency Desk in HQ.
- He/she will be in charge of representing SIF with the humanitarian community to ensure coordination and he/she will support the fundraising efforts of the mission.
Main Responsibilities
Proposal Development:
- Lead proposal development processes; coordinate, collect, draft, and/or edit contributions and compile inputs from the team
- Support the preparation of assessment reports in coordination with the MEAL Assistant;
- Develop coherent and high-quality logical frameworks for the projects, including the design of the monitoring and evaluation plan;
- Support and guide the national Programme Manager with the coordination with local authorities and communities for new assessments and design of new projects;
- Support the Head of Mission with the identification and creation of partnerships (consortia).
Fundraising and Donor Liaison:
- Provide support to the Head of Mission with the development of SIF’s fundraising strategies;
- Undertake donor mapping and provide briefings to in-country donor representatives;
- Liaise with donor representatives and coordinate donor visits to programme sites;
- Develop communication material for advertising SIF intervention towards donors and other external stakeholders.
Grants Management:
- Organise and lead grants meetings;
- Ensure quality and timely submission of donor and internal narrative and financial reports;
- Lead application process and ensure budget;
- Liaise with external key donors relating to specific grant programmatic issues;
- Provide guidance on and ensure compliance with donor and SIF rules, regulations, and guidelines and raise issues;
- Ensure quality information management related to grants;
- Provide technical support, guidance, and tools to implementing partners at proposal development process.
Capacity and Development:
- Participate in the lesson learned processes;
- Provide technical guidance and deliver trainings.
Required Profile
- A Master’s degree in International Development, Political Science, Humanitarian Response.
- At least 3 years of experience in proposal, project, or programme development, reporting, or grants management in an INGO;
- Knowledge of donor rules, regulations, and procedures including but not limited to UN agencies, European donors and US EU funding mechanisms;
- Proven experience in successfully applying for institutional donor funding;
- Ability to handle stress and tense security conditions.
