Job Details

  • The African Commission on Human and Peoples’ Rights (ACHPR) is an organ of the African Union established by virtue of Article 30 of the African Charter on Human and Peoples’ Rights. It was adopted by the OAU Assembly on 28 June 1981 and came into force on 21 October 1986 under the Organization of the African Unity to promote human and Peoples’ Rights and ensure their protection in Africa. The ACHPR’s was inaugurated on 12 June 1989 and its seat is in Banjul, the Gambia.

Job Purpose

  • Be responsible to provide financial services at the secretariat of the ACHPR including sessions and meetings.
  • Major Duties and Responsibilities
  • Under the overall supervision and guidance of the Finance and Administration Officer, the Junior Finance Officer shall perform the following duties and responsibilities:
    • Reviewing and updating the status of  the project funds;
    • Making arrangements for logistics and/or travel during the implementation of project activities;
    • Procurement of goods and services for the implementation of project activities;
    • Preparing financial statements and maintaining financial records and analyzing expenditures and balances relating to the transaction of the funds;
    • Preparing financial statements on the utilization of funds;
    • Assist  in the preparation and revision of budget on the projects;
    • Tracks the project funds, as well the performance report(s)
    • Preparing quarterly financial report and undertaking the day-to-day accounting and financial management and support services for the projects and maintaining a database on accounting and financial information;
    • Ensure proper maintenance of records of inventory of property and equipment under the projects;
    • Work with the auditors in the execution of their tasks and respond to all queries relating to the audited accounts;
    • Prepare the payment request for disbursement of funds by partners;
    • Performing any other task that may be assigned by the Secretary to the Commission.

 Academic Requirements and Work Experience

  • Candidates must hold a Bachelor’s Degree in Accounting from a recognized University or equivalent educational institution and a minimum of 2 years working experience in accounting, budgeting, auditing or related area. ACCA, SIMA, CPA or Professional qualification is an advantage
  • Candidates must have at least two (2) years of progressive experience, working in accounting and managing projects and reporting functions. Strong knowledge of International Public Sector Accounting Standards (IPSAS) or International Financial Reporting Standards (IFRS) is required.

Other Relevant Skills:

  • Previous experience in managing EC funded projects;
  • Good skills in planning and organization
  • Good negotiation skills, good communication and presentation skills

  • Previous international experience is an advantage
  • Excellent computer skills; Microsoft Office, Internet Explorer, etc.;
  • Work experience in accounting packages, SAP, QuickBooks is an advantage

  • Learning Orientation: Develops and monitors the implementation of learning and development plans for the team. Establishes mechanisms to facilitate and encourage knowledge sharing in own area.
  • Communication with Influence: Projects authority and credibility and makes impact. Communicates in a clear, to-the-point and convincing manner in order to inform or influence opinions of others. Presents the key points of the argument persuasively.

Language Requirement:

  • Candidates must have an excellent command of at least one of the African Union working languages.

Tenure of Appointment:

  • The appointment will be made on a fixed term contract for a period of two (2) years and six (6) months (Non-Renewable).

Salary
US $66,932.94 Per Annum.
