Job Overview / Summary
- Under the supervision of the Environmental Health Coordinator, the senior environmental health manager will be responsible for IRC WASH component in Adamawa, Yobe and Part of Borno (Askira Uba LGA), ensuring WASH interventions within the area of interventions are in accordance with IRC and donor requirement.
- S/he reports to the environmental health coordinator and will work closely with other environmental health managers to ensure efficient use of resources, s/he will provide leadership and provide technical support to the IRC WASH team in Adamawa and Yobe, ensure all WASH project are implemented within the standards and proposed project time frame.
Major Responsibilities
Project implementation:
- Ensure that all IRC WASH related activities across Adamawa and Yobe meets the need of the beneficiaries and in line with sphere, IRC, donor regulations and in line with Nigeria’s standards.
- Ensure high quality implementation of the WASH component across Adamawa and Yobe field sites, in a timely manner, within budget, and in full compliance with the donor contract and IRC rules and regulations.
- Ensure that WASH interventions are appropriately-planned, adequately resourced and implemented in according to the IRC integration strategy for WASH and other sector in line with accountability guidelines.
- Ensure good internal coordination, communication and spirit with the WASH teams across Adamawa and Yobe offices
- Actively participate in internal and external coordination such as IRC internal coordination meeting and the WASH cluster meeting in Adamawa/Yobe and other LGAs.
- In collaboration with the other IRC sectors including RH, protection and WPE, ensure that protection mainstreaming and menstrual hygiene management (MHM) cut across WASH activities in Adamawa and Yobe whilst the quality and timeliness of all WASH outcome are met during project implementation.
- Work closely with M&E team to develop and improve M&E and feedback mechanisms for the EH Adamawa and Yobe program, ensuring that the EH teams in the field actively monitor set indicators and effectively address concerns of the target communities.
- Work closely with Supply Chain department to develop and monitor procurement and distribution plans for all active grants in Adamawa and Borno on a monthly basis. Lead in all WASH assessment with in Adamawa and Yobe location, ensuring that Concept notes/proposals and reports are informed by the findings of the assessments.
- Lead the internal and external reporting and proposal development for WASH in Adamawa and Yobe; ensuring that all reports and proposal are submitted to EH coordinator on time to allow for review before final submission to the country office.
- In collaboration with the program support officer, managers, review Budget vs. Actual expenditures for EH programs on a monthly basis. Bring any over/under expenditure issues to the attention of the EH Coordinator in a timely manner.
Human Resources, Finance, Logistics and Security:
- Supervise other WASH Managers in Adamawa and Yobe by applying the IRC’s performance management tools and by providing technical and non-technical management support and advice;
- Participate in the recruitment of new WASH staff and Manage the WASH budget lines of related active grants
- Provide support to others WASH Managers in Adamawa and Yobe by ensure that all IRC WASH spending in different grants is carried out and accounted for in a manner that is compliant with IRC procurement and financial regulations ensuring no overspending or underspending.
- Provide support to others WASH managers by working with the Operation team to ensure, the WASH teams receive the necessary support in terms of transport, procurement and warehousing.
- Ensure compliance with IRC security procedures for WASH interventions, as well as a high degree of security awareness and preparedness among the WASH teams.
Technical Guidance and Training:
- Spend significant time on WASH intervention sites to monitor activities and provide practical technical guidance to the team.
- Based on needs and gaps, provide formal and informal technical training to WASH managers and staffs and identify external training opportunities as needed. Actively participate in the couching and capacity building of other EH managers on report writing and proposal development.
- Work closely with the senior environmental health manager Borno to coordinate activities for the BAY States and enhance consolidation and reports to the EH Coordinator.

Qualifications
- M.Sc / B.Eng / B.Sc. In geology, Civil and Water Resources Engineering, Public Health, Environmental Health, and other related courses with minimum of three years’ experience practicing WASH in humanitarian and development context.
- Very Command of written English to produce documents and reports in good standard
- Ability to maintain good working relationship with colleagues and partners
- Experience in collecting and collating qualitative and quantitative data
- High experience in budget analysis related to budget tracking for different donor funds
- Ability to work with data collection and analysis software
- Accuracy and keen attention to details, in order to produce high quality documents and maintain good records
- Commitment to IRC values and principles

Job Overview / Summary
- The Senior Reproductive Health Manager is the focal point for both the IRC’s emergency and Non-emergency reproductive Health care services and in Borno, Adamawa and Yobe States.
- The Senior RH Senior Manager ensures that the IRC’s RH interventions are guided by the Nigeria Country Program SAP Implementation Plan. He/she reports to the Health Coordinator and works closely with other sectors.
Major Responsibilities
Program Management, Technical Quality, and Strategy:
- Health program management
- Oversee the implementation of quality RH program activities at all IRC supported health facilities in the targeted areas
- Provide leadership, training, and guidance to staff and local partners to ensure programming meets best practice standards and prioritizes the security of beneficiaries and staff;
- Design and lead assessments to ensure the voices of women and girls inform RH program design
- Support proper RH data collection and recording in the IRC supported RH units and women centers, support the compilation of data and generation of quality RH reports on a regular and timely manner;

Program Development / Grant Management:
- Contribute to proposal development and donors’ reporting whenever necessary.
- Review monthly BvAs and submit monthly BvA corrections;
- Prepare and keep updated budget spent out plans in order to maintain program expenditure within budget;
- Participate in Grants Opening, Mid-Term and Closing meetings;
- Prepare internal and external reports within agreed deadlines using IRC and donor formats, as required;
- Assure appropriate and timely spending of grants to achieve program goals, grant reporting contributions, use and distribution of supplies and resources.
- In collaboration with SRH Managers, develop and expenditure plan, review budget vs. actual expenditure for health grants on a monthly basis and take necessary actions;
- Ensuring budgets are used appropriately and efficiently and spending is in line with the IRC financial procedures and donor requirements;
- Ensure data collection, data compilation, timely preparation and submission of all internal reports including weekly and other associated monthly, quarterly, donor and special reports;
Staff Performance Management, Learning & Development:
- Undertake RH capacity-development activities / training for RH and clinical health staff.
- Hire, supervise, and build the capacity of team members in relevant technical and management competencies.
- Develop and implement remote management capacity building approaches to build the strengths of the team in Nigeria .
- Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.
- Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
- Approve and manage all time, attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews..
- Hold high-quality meetings with each direct report on a regular and predictable basis, at least monthly.
- Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths.
- As required identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies.

- Monitoring health program implementation:
- Make regular field visits to monitor project implementation and provide on spot support to field teams and propose modifications as necessary;

- Supervise and provide technical oversight in the interpretation of data for improved programming and implementation;
- Monitor and promote integrated programming in a way that increases overall impact of health program at the community level.
Coordination & Representation:
- Represent the program to State and Local government representatives, , partner agencies, etc. as required;
- In coordination with the Health Coordinator actively develop and maintain effective working relationships with key stakeholders with government actors, international and local NGOs, and other relevant actors;
- Attend all relevant meetings in relation to the health program as may be required and feed in the IRC priorities during meetings;
- Facilitate field visits for internal and external stakeholders, when required.

Qualifications
Education:
- Health professional (MD, RN, PA or CO) with strong public health background, MPH preferred.
Work Experience:
- At least 3 – 4 years’ experience in coordinating, implementing and managing Reproductive Health programs preferably in insecure location.
- Experience in technically supervising reproductive health staff in a complex setting;
- Thorough understanding of gender-based violence response protocols and service provision;
- Ability to validate and interpret health data;
- Demonstrated ability to support and build staff capacity;
- Ability to work independently and as a collaborative team member;
Demonstrated Technical Skills:
- Background in situation analysis, health assessments M&E and program implementation.
Demonstrated Managerial / Leadership Competencies:
- Skills and experience of remote management and willingness to travel extensively
- Flexible, diplomatic and have ability and willingness live and work under pressure of workloads
Languages:
- English
Computer / Other Tech Requirements:
- Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint. Add position-specific (e.g. accounting software, statistical software, etc.).
Ability to Travel: 30 % of time if applicable
