Job Title: Strategic Information Officer, Data Quality & Systems

Job Purpose

  • Responsible for analyzing program data to generate critical information, lead discussions on findings and provide feedback to stakeholders and program teams on project performance in line with set targets.

Specific Duties & Responsibilities

  • Provide oversight for regular data profiling across reporting platforms and ensure the quality of reported data through data matching activities.
  • Lead provision of gap analysis update on SI and evidence-based recommendations to the relevant program team and stakeholders across the states.
  • Supervise the implementation of SI DQA activities and ensure they adhere to CIHP, GON and USG Monitoring and Evaluation standards.
  • Coordinate and engage supported entities and state stakeholders to collect data against agreed indicators in line with GON and USG requirements
  • Provide oversight and support for designing and reporting methodology of revised indicators.
  • Lead DQA activities and provide comprehensive report to facilitate for improved reporting on USG / CDC / PEPFAR DATIM / DHIS, NDR and related internal data repositories on a quarterly, semiannual and annual reporting cycles for assigned supported entities.
  • Serve as the interface and point of contact for external Data Quality Assurance exercises by Donor and GON
  • Lead identification of capacity building needs on reporting for the state SI teams and facilitate related processes to ensure systems are optimized
  • Support processes to ensure complete treatment and non-treatment data reflects 100% on the NDR per time.
  • Support engagement with state officials to improve state level reporting of data and promote data use.
  • Support the coordination of surveillance activities in the state in collaboration with CO surveillance team
  • Perform any other duties assigned.

Qualifications & Experience

  • Minimum of a University Degree Business, Social Sciences, Natural Sciences, Computer Science, Public Administration or any related field
  • A minimum 4 to 5 years’ experience in reporting position with Local or International NGOs; preferably in Care and treatment
  • Master’s degree in Epidemiology, Biostatistics, Public Health, International Health Management, Big Data science, Computer Science will be an advantage.
  • Knowledge and Experience with National Revised Tools.
  • Knowledge and Experience of reporting MER indicators.
  • Experience with DHIS, DATIM, and NDR reporting a plus
  • Knowledge of MS Word, Excel and Access required;
  • Experience with data form design, collection and data entry;
  • Demonstrated ability to work supportively as a member of a team and lead;
  • Ability to analyze and interpret large amount of information;
  • Excellent communication and interpersonal skills.
