The Justice, Development and Peace Commission, Diocese of Issele-Uku is the social arm of the Catholic Church in Issele-Uku Diocese, charged with ensuring justice and peace in our society, especially among the less privileged and vulnerable ones. We are a non-profit and non-governmental organization registered in 2005 with the Corporate Affairs Commission (CAC). In line with those key objectives and in partnership with Caritas Nigeria, we are carrying out a 4GATE program, which main focus is on Orphans and Vulnerable Children (OVC). To this end, in view of the vacancy we just had and after due consultation with the human resource personnel of our commission, we call for applications from qualified persons for the positions of:

  1. Program Manager for the OVC project
  2. Household Economic Strengthening Officer for the OVC Project
  3. Project Officer for PROMIC (Promoting Micro-Economic) Project

Position:         Program Manager

Primary Function

The Project Implementation Team will be headed by the Program Manager (PM) who has full decision-making authority over all operational matters and will serve as JDPC Issele-Uku’s first line of contact for all implementation enquiries. The PM is a full-time position and serves as the chief accounting and technical officer ensuring overall strategic focus, management effectiveness, and financial probity in the project and overseeing the implementation and evaluation of all activities supported by the project. The PM serves as the primary focal point for communication with Caritas Nigeria 4GATES team, other Implementing Partners including state and local government partners. The PM will be advised and report to the Executive Director of JDPC Issele-Uku and serve as primary liaison to other key partners supporting vulnerable children (VC) response in the Delta State to ensure collaboration and sharing of best practices. The PM will directly supervise the key management team and ensure effective communications and reporting, both internally and externally. The key activities include strengthening the capacity of Local government, Communities Structures, to increase access of Vulnerable Children and their families to comprehensive quality services and utilization, in a sustainable manner.

The PM will also be responsible to ensure that all Case Managers (CMs) provide appropriate Psychosocial Support (PSS) services to beneficiaries.

 

Job responsibility

  • Work with the 4GATES Program team to plan and oversee the implementation of OVC activities using collaborative quality improvement approach.
  • Work with the Monitoring/Evaluation Officer (MEOs) to ensure project targets are met and documented appropriately.
  • Ensure that better parenting skills are integrated into kid’s club and caregivers’ forum
  • He/She will liaise closely with Finance officer (FCO) to ensure proper accountability for project funds.
  • She/he will also provide technical assistance and training as appropriate to partners to ensure that high standards of program implementation are provided.
  • The PM will be responsible for the management and coordination of the 4GATES sub-grant with JDPC Issele-Uku
  • In collaboration with JDPC Issele-Uku project team, conduct and monitor on-going on-site technical assistance visits to partners, coordinate responses to JDPC Issele-Uku issues, collaboratively share issues and responses both in documents and in Program Review meetings.
  • Ensure proper financial management, reporting and administration of the project by JDPC Issele-Uku.
  • Provide on-going technical support and supervision for the various components of the Program.
  • Monitor and regularly review with partner organizations the services provided to VC and their caregivers.
  • Strengthen collaboration and linkages between the SMWASD, LGAs and CSOs.
  • Participate in partner’s meetings in the region of operation
  • Prepare monthly, quarterly and annual reports of program activities carry out by JDPC Issele-Uku
  • Update the 4GATES State technical team on the progress of implementation in OVC services.

 

Qualifications:

  • Degree in development studies, public health or social sciences; Social work, or Community Development studies or related field or equivalent degree in humanities.
  • Minimum of two (2) years of experience related to vulnerable children programming in Nigeria.
  • Knowledge of Quality improvement approaches is strongly desired.
  • The preferred candidate must be well versed in OVC programming, associated OVC SOPs, tools and quality related service standard within the context of the Nigerian response framework.
  • S/he should be knowledgeable on NOMIS M&E package and good understanding of institutional capacity building, grant management, service delivery and proposal development.
  • Excellent writing and verbal communication skills and experience working with Civil Society Organizations and other implementing partners.
  • Good analytical skills
  • Ability to work closely with CSO partners, government agencies and commitment to network mission.
  • Appreciable M&E experience will be an add advantage.
  • Computer proficiency, particularly in Word, Excel, Power Point and Outlook;
  • Good interpersonal skills including ability to work with multiple stakeholders successfully and to create linkages between organizations, communities and Government Agencies.

 

Job Title:         Household Economic Strengthening Officer

Primary Function:

  • The Technical officer HES will provide technical support on HES in the capacity strengthening of Case Managers (CMs) to provide high quality livelihood services for vulnerable households and populations.
  • S/he will assist in the development of assessment tools, analysis of household vulnerability assessment results and articulation of appropriate relevant interventions to address identified gaps
  • S/he will be responsible for writing reports of HES Community of Practice meetings and trainings while providing logistical and programmatic support during such activities

 

Job Responsibility:

  • Promote economic development among vulnerable households and populations (women, youth, young mothers and people with disabilities) based on a graduation model approach
  • Ensures timely preparation of high quality training and meeting reports
  • Provide high quality mentoring, support and supervision to CMs on economic strengthening
  • Participate in the monthly review meeting of partners’ progress reports, identify promising practices and HES accomplishments of research significance in furtherance of 4GATES learning agenda
  • S/he will maintain strong partnership with implementing CMs, government and private sector players and other relevant stakeholders in manner that reflects professionalism, mutual respect in accordance with Caritas value based behavior
  • Work closely with M &E unit to ensure that Case Managers properly capture and report HES interventions
  • Monitors progress toward targets; identify and implement approaches to overcome challenges.
  • For HES and food security activities, support timely completion of required work planning, donor narrative reports, quarterly reports and performance indicator tracking tables, baseline and final evaluation reports and other reports needed/required by the local government, donors, the region or headquarters.

 

QUALIFICATION

  • Bachelor’s degree in any relevant discipline
  • A certificate in agricultural economics, food science, public health or a related discipline will be an added advantage.
  • Minimum of 2 years work experience in VC programing especially in household economic strengthening with good knowledge of community-based programming and program management responsibilities. Experience working with an international NGO will be an advantage
  • Technical skills and experience in household economic strengthening.
  • Experience in agriculture, food technology, savings-led microfinance methodology will be an added advantage
  • Demonstrated ability to facilitate training in key areas including savings-led microfinance, private-service provider models, and agro-enterprise
  • Experience working with household poverty and food security assessment tools
  • Demonstrated ability to support CVs working at a distance to achieve results against program objectives/targets
  • Ability to work independently and as part of a dynamic team
  • Demonstrated experience in Nigeria VC response, VC programming principles and integrated programming approaches

Promoting Micro Enterprise

In 2006, JDPC Issele-Uku got into partnership with Foundation Open Hands (Swisshand) for the provision of micro credit loans to low income women in rural areas covered by our diocese. This is aimed at helping the women have access to fund for their business or preferred income generating activity in order to attain some financial independence. The fund belongs to the Foundation Open Hands (Swisshand) but JDPC Issele-Uku Diocese serve as a middle man to get this down to authentic beneficiaries and ensure that the fund is not lost on the way.

 

Primary Function:

  • The PROMIC Officer is to be in charge of PROMIC activities on behalf of JDPC Issele-Uku
  • S/he will be responsible for the training, selection and formation of groups in line with the agreement with Foundation Open Hands (Swisshand) before mobilization with loans.
  • S/he will be responsible for giving the loans to the women and ensure prompt repayment of the loans

 

Job Responsibility:

  • Mostly in the field to ensure the smooth running of the project.
  • Promote Economic development among vulnerable households.
  • Ensure timely preparation of high quality training and meeting.
  • Provide high quality mentoring, support and supervision to beneficiaries.
  • Ensure prompt loan repayments.
  • Work closely with M & E unit to ensure that the monthly targets are reached.
  • Monitors progress toward targets; identify and implement approaches to overcome challenges.
  • Work closely with the financial manager to ensure proper tracking of funds.

  • Bachelor’s degree in any relevant discipline
  • A certificate in accounting, business administration, agricultural economics, food science, public health or a related discipline will be an added advantage.
  • Technical skills and experience in household economic strengthening.
