Network of People Living with HIV and AIDS in Nigeria (NEPWHAN) was established in 1998 as a non-governmental Organization to serve as a collective voice of PLHIV in the Country. The Organization is registered with Corporate Affairs Commission (CAC) in Nigeria in September 2004.
NEPWHAN is now Seventeen (17) Years Old as a vibrant patient community network in Nigeria. The network formed since 1998 has established structures at the zonal and all States including the Federal Capital Territory (FCT) and as well saddled with the responsibility of coordinating, supervising and monitoring activities and programs of over 1, 030 support groups membership across the Federation making it one of the biggest Patient network in Africa. Our GOALNEPWHAN has formed constituent bodies; Association of Youth Living with HIV/AIDS in Nigeria (APYIN), Association of Women Living with HIV/AIDS in Nigeria (ASWHAN), Association of Religious Leaders Living with and Personally Affected by HIV/AIDS (NINERELA+) to advocate and provide HIV programming intervention for the specific needs of their targets and members.

Job Title: Consultant – Development of Advocacy Toolkit Chart

Overview
- The CLM on the RSSH-C19RM grant is intended to enhance knowledge and awareness among community members on COVID-19/ATM and health through the use of the advocacy toolkit chart for COVID.
- The toolkit chart will be used to build capacity of community networks, increase COVID-19 case findings, active case search and contact tracing and follow up for testing campaigns.
- It will also facilitate co-monitoring of HIV, TB and malaria with COVID-19 at community level to determine access, availability, accessibility, affordability and quality of services; and link the findings to the advocacy agenda and accountability platforms and enable targeted action at local, state and national level.
- It is expected that this consultancy would be used to achieve an advocacy toolkit for the translation of evidence generated through the CLM activities into advocacy actions.
Objectives of the Consultancy:
- To develop an advocacy tool kit on findings from Stigma assessments focusing on GHR & GBV.
- To train the national staff of the ATM network on the use of the toolkit.
- To support the finalization, design, and printing of the advocacy toolkit ready for dissemination.
Overall Scope of Work
- The Consultant will work under the supervision of the ATM networks to develop, review and lead the process of adapting and validating the Advocacy tool kits. The document shall provide practical guidance to the NAT and SAT for effective delivery of advocacy processes both at national and State levels.
TOR for the Consultant:
- Conduct entry/interaction meeting with the ATM Networks to understand the organizations and concept of the project.
- Develop inception report detailing method of work and implementation plan.
- Conduct desk review of available materials/reports to inform content of advocacy toolkit.
- Develop advocacy tool kit that will inform advocacy activities/awareness among community members on COVID-19/ATM and health services available.
- Facilitate validation exercise with the ATM networks to validate and adopt the advocacy tool kit.
- Develop detailed consultancy report.
Expected Deliverables:
- Inception report detailing method of work and implementation approach.
- Consultancy report
- Advocacy tool kit developed
Knowledge and Skill Set Required
- At least a Master’s Degree in Public Health or Social Sciences or its equivalent; with experience
- Working on HIV prevention programming for AYP, key and vulnerable populations issues.
- At least 8 years’ experience in HIV/Malaria/TB programming and must be familiar with health and non- health sector
- Have experience with strategic document development.
- Have undertaken at least one similar assignment in the last two years on development of tool kit, strategies for effective advocacy etc and documentation.
- Proficiency in graphic design.
- Ability to interfaces on apps and websites
- Skilled in use of Adobe Creative Suite, Microsoft Office Suite, and HTML.
- Must be resident in Abuja or its environs.
Skills Required:
- Extensive experience in program management with special focus on community level monitoring and advocacy and health systems strengthening.
- Experience with developing toolkits and other strategy document for ATM interventions Excellent interpersonal communication skills.
- Excellent organizational and time management skills with the ability to multitask and deliver high quality results in a fast-paced environment.
- Strong writing, presentation/facilitation and computer skills
- Strong sensitivity and adaptability in culture, gender, religion, race and nationality.
- Strong computer and other IT skills, including knowledge of various software for processing documents including use of coral draw.
- Must be able to speak fluently, read and write in English.
