The Development Bank of Nigeria (DBN) was conceived by the Federal Government of Nigeria (FGN) in collaboration with global development partners to address the major financing challenges facing Micro, Small and Medium Scale Enterprises (MSMEs) in Nigeria. Our objective is to alleviate financing constraints faced by MSMEs and small Corporates in Nigeria through the provision of financing and partial credit guarantees to eligible financial intermediaries on a market-conforming and fully financially sustainable basis.

Job Title: Enterprise Risk Management Officer
Location: Abuja (FCT)
Job Description
- Support the implementation of the Enterprise Risk Management Framework of the Bank, Risk Appetite Framework, Operational Risk Framework, Reputational Risk Framework, FX Policy, Capital Management and Stress Testing etc. by ensuring prompt identification, assessment, treatment, monitoring and reporting of risks across the Bank.
- Ensure the adequacy and effectiveness of all risk mitigation plan for all core risks in the Bank`s risk register. Implementation of the Business Continuity Plan (BCP) and monitor the implementation of approved placement limits and limits contained in the Risk Appetite.
- Support the secretariat for Assets and Liability Management Committee (ALCO) and Management Risk Committee (MRC), in addition to providing inputs to Board Credit and Risk Committee Reports.
Responsibilities
Efficient Risk Management:
- Provide support in the implementation of the Bank’s Enterprise Risk Management Framework, Risk Appetite Framework, Operational Risk Framework, Reputational Risk Framework, FX Policy, Capital Management & Stress Testing and Bael III Implementation.
- Review the above Frameworks as at when required and developing new risk frameworks to address emerging risk issues.
- Engagement of various stakeholders to set and communicate appropriate risk appetites/ tolerances.
- Provide risk advisory services to various departments in the effective management of risks arising from the Bank’s policies, activities and initiatives.
- Monitor appropriate risk indicators and triggers for the Bank
- Participate in the identification, assessment, treatment, monitoring and reporting of risks across the Bank.
- Oversee the management and reporting of risk events on the Bank’s counterparties.
- Prepare MRC and ALCO reports.
- Ensure that agreed resolutions from the MRC and ALCO meetings are implemented.
- Provide support in Developing risk models for Pillar I & II Capital Charge which will serve as inputs into the ICAAP.
- Monitor the media for negative mentions of the Bank.
- Set risk exposure limits in collaboration with relevant stakeholders.
- Participate in the periodic review of the Bank’s Investment Policy, Assets and Liability Management Policy (ALM) in collaboration with relevant stakeholders
- Conduct periodic (quarterly and semi-annually) stress test on various risk metrics and indicator and recommend appropriate measures to mitigate the observed vulnerabilities.
Operational risk assessment and capacity building:
- Identification and independent monitoring of enterprise-wide view of known and emerging risks in the Bank.
- Work with relevant stakeholders in the implementation of the ISO certification.
- Monitor the risk exposure of the subsidiary (Impact Credit Guarantee Ltd) and ensure risk exposure of the company are within the Bank`s risk appetite
- Analysis of incidence reports and proposing mitigants for the identified risks
- Work with risk owners and all stakeholders in the development and update of the risk register
- Work with departments in developing Control Risk Self-Assessment (CRSA) and development Key Risk Indicators (KRIs) for all departments and monitoring of the set KRIs.
- Implementation of Business Continuity Plan (BCP); including coordinate the regular BCP test and follow-up on the remediation of the observed gaps.
Market and Liquidity Risk Management:
- Identification, measurement, analysis, monitoring and reporting of market, liquidity and FX risk exposures of the Bank.
- Review of the Bank’s Market (IRRBB) and liquidity Risk Policy to identify gaps and areas for improvements
- Support the ALCO and MCRC secretariats
- Monitor compliance with counterparty placement limits
- Render regulatory returns to the CBN.
- Monitor and report compliance with the Bank Market (IRRBB) and liquidity Risk appetite (standards, limits) and risk tolerance.
Financial Risk Management:
- Formulate and periodically review the asset liability management (ALM) policies, liquidity policies and guidelines for the Bank
- Prepare monthly reports on currency and interest rate risks, as well as quarterly reports on financial projections, liquidity risk and debt allocation.
- Update the Bank’s Capital Management and Stress Testing framework
- Prepare the Bank’s annual market risk review, providing a monitoring report to the Board on currency, interest rate, liquidity and counterparty risks
Qualifications
- Bachelor’s Degree in Accounting, Banking & Finance, Economics, Business Administration or any social sciences related discipline.
- Post graduate Degree in a business-related field or management is an added advantage.
- Membership of any recognized professional certification such as RIMAN, PRMIA, GARP, IRM or any related certification is required.
- Minimum of 3 years of experience in Banking or Financial risk in a related field is required.
