Job Title: Senior Africa Governance Report Officer (APRM)

Purpose of Job
- To provide strategic and technical leadership in the identification of topical key issues (themes) in governance institutions and articulation of policy proposals and strategic interventions required to achieve the governance aspirations of the continent.
Main Functions
- The position provides technical support to leadership of the APRM efforts to implement decisions of Special Summits of the APRM Forum held on 29 January 2016 and the recommendations from the AU reforms of 2017, both of which culminated into the AU Assembly Decision to expand the mandate of the APRM to track the implementation of the key governance areas including the AU Agenda 2063 and UN Agenda 2030.
- Leads the APRM Secretariat and AGA in the design and implementation of desk studies, other research, and country consultations for the development of the African Governance Report.
Specific Responsibilities
- Coordinates and provides critical technical input for articulation of annual AGR themes, their defining concepts and framework of indicators / parameters
- Facilitates the development and approval of annual AGR the research framework.
- Coordinates the development of research tools for the AGR data collection.
- Leads the APRM Secretariat team in planning for and consultations with member states, APRM strategic and all other stakeholders including the private sector and civil society
- Provides inputs to ensure that recommendations on key findings for the AGR are coherent with all relevant AU instruments
- Ensures that all critical documentation for workshops, review meetings, official consultations, and validation meetings of the AGR is of required standard and is made available timely.
- Develops AGR-related knowledge products and reports as requested.
- Contributes to knowledge creation in all areas of governance as part of a team of experts for the APRM Community.
- Reviews other APRM reports for compliance with AU writing and publishing standards.
Academic Requirements and Relevant Experience
- Master’s Degree in Governance, International Relations, Rublic Administration, Political Science, Law or related field; Sound knowledge of government, diplomacy and governance in Africa with 7 years international organization with progressively more experience in governance research in various capacities of which 3 years at expert level
Or
- Bachelor’s Degree in Governance, International Relations, Public Administration, Political Science, Law or related field; Sound knowledge of government, diplomacy and governance in Africa with 10 years international organization with progressively more experience in governance research in various capacities of which 3 years at expert level
- Academic research and work with research institutions, universities, think tanks or policy advisories related to governance in Africa is required.

Tenure of Appointment
- The appointment will be made on a regular term contract for a period of three (3) years, of which the first twelve months shall be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance and deliverables.

Remuneration
Indicative basic salary of US$ 37,453.00 (P3 Step1) per annum plus other related entitlements e.g. Post adjustment (57% of basic salary), a Housing allowance of US$ 21,832.68 (per annum), and education allowance (100% of tuition and other education-related expenses for every eligible dependent up to a maximum of US$ 10,000.00 per child per annum), for internationally recruited staff and a maximum of $3,300 per child per annum for locally recruited staff.
