The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, emergency food security, and water, sanitation and hygiene sectors.

Scope and Purpose

  • We have been working in north-eastern Nigeria since June 2015, implementing Livelihoods and Food Security (LFS), Shelter, WASH (Water, Sanitation and Hygiene), Information Counselling and Legal Assistance (ICLA), Camp Management, and Education activities to benefit internally displaced, returnee, and host communities. NRC’s WASH Core Competency (CC) is currently implementing projects focused on sustainable access to clean water, behavioural change, environmental footprint, and enhancing the community of practice.
  • The Emergency to Resilience (E2R) Consortium aims to meet the essential needs (including access to land, food, health and nutrition, income, protection, shelter, WASH) of host and displaced populations resulting in better living conditions and improved coping capacity, leading to self-reliant communities.
  • The E2R response adopts a multi-tiered approach to address the emergency lifesaving needs in Michika and Madagali and to foster the transition and local integration of IDPs (Internally Displaced Persons) in Yola, South and Numan. Both tiers will adopt an area-based comprehensive approach.
  • The E2R partners, NRC, IRC (International Rescue Committee), DRC (Danish Refugee Council), JDCP (Justice Development and Peace Commission), and BBC Media Action, have clear added value and sectoral expertise to offer within Adamawa State in Yola South, Numan, Michika, and Madagali, fostering IDPs’ local integration and providing life-saving emergency response.
  • They join forces to provide a comprehensive area-based response. All partners are established in Adamawa and have a current footprint, community acceptance, and knowledge of the context, which will be leveraged to inform the intervention.
  • Although the position is hosted by NRC, there will be separation and independence of the Consortium Manager and consortium management unit to ensure equal representation of all consortium members.

Role and Responsibilities

  • Provide overall direction and leadership to the consortium to ensure seamless operations, leveraging complementarity among partners
  • Coordinate with consortium members to ensure high-quality implementation of activities, compliance with donor and consortium rules, and accountability to beneficiaries
  • Oversee day-to-day management of the project, including planning, implementation, monitoring and evaluation, and budget spending, ensuring the project is always on scope and schedule
  • Represent the consortium towards relevant stakeholders, including national authorities, donors, and counterparts, promoting the best interests of consortium partners
  • Line manage and supervise the work of the Consortium Management Unit; carry out any needed recruitments, including for consultants
  • Lead the consultations, design, and preparation process of the next phase of the Consortium based on evidenced needs, donor expectations, and drawing from partners’ diverse expertise
  • Contribute to fundraising initiatives to diversify the Consortium’s portfolio, actively seeking new relationships with donors and developing funding proposals
  • Oversee and monitor the consortium partners’ spending,
  • Manage the Consortium Management Unit budget.
  • Ensure effective coordination and communication among consortium members, steering and technical committees, programmatic and finance/support teams across partners

Professional Competencies

  • Advanced University Degree in International Development, Social or Human Sciences or Project Management
  • Minimum of seven years of experience in the sector, with progressively increasing responsibilities in humanitarian crises contexts
  • At least three of those years in a leadership position involving the management and coordination of similarly sized, international donor-supported programmes
  • Proven ability to communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams
  • Experience in complex and volatile settings
  • Professional proficiency in English
  • Specific knowledge and experience of the context in Nigeria is desirable
  • Experience working with the Bureau for Humanitarian Assistance (BHA)
  • Demonstrated experience in response management and international best practice
  • Knowledge of the dynamics of ethnic communities and regulatory frameworks
