Job Title: Strategic Information Officer
Location: Delta
Job Description
- Under the supervision of the Strategic Information Advisor, S/he will assist in the design and implementation of monitoring and evaluation strategies for the state offices.
- Will work with others in the state office and implementing partners to ensure that state monitoring and evaluation activities are appropriate and meet the donor and project’s M&E needs.
- Will provide leadership to the field level M&E program, provide overall guidance on program/project monitoring and evaluation and on US Government and Government of Nigeria reporting requirements, provide support to sites in the state, including interacting with site Program Managers, Implementing Agencies and local research groups on needs and ensure that locally employed monitoring and evaluation staff, consultants and ECEWS partners understand and can support these requirements.
- Manage the state office’s reporting cycle to ensure high quality and complete datasets are sent to the country office on a periodic basis, or when required, work with local partners to develop their project monitoring and evaluation plans.
- Will support the correct implementation and use of routine data collection tools, conduct monthly routine monitoring visits to project sites and provide supportive supervision.
Minimum Recruitment Standard
- MB.BS / MD / PHD or similar Degree with 3 to 5 years relevant experience in project-level or state/national-level monitoring and evaluation system implementation for global health initiatives including familiarity with PEPFAR M&E reporting requirements.
- Or MPH or MS / MA in relevant Degree with 5 to 7 years relevant experience in project-level or state/national-level monitoring and evaluation system implementation for global health initiatives including familiarity with PEPFAR M&E reporting requirements.
- Or BS / BA in Statistics, Pharmacy, Microbiology, Monitoring and Evaluation or in relevant Degree with 7 to 9 years relevant experience in project-level or state/national-level monitoring and evaluation system implementation including familiarity with PEPFAR M&E reporting requirements.
- Proven experience in quantitative and qualitative research and in conducting survey and/or sampling.
- Strong knowledge in the use of spreadsheet and database packages (Excel), in statistical software such as SPSS and GIS tools (Arc View, Arc Info, etc.);
- Experience in the use of mobile technology (SMS, SMART, etc. and in the design or management of a Monitoring Database could be an asset.
- Proven networking, team building, organizational, and communication skills.
- Excellent report writing skills desirable.
- Fluency in written and spoken English.
Job Title: Strategic Information Advisor

Job Description
- Will be responsible for the design and implementation of monitoring and evaluation / Strategic information activities for the State Office.
- S/he will ensure that monitoring and evaluation activities are appropriate and meet the donor and project’s M&E needs.
- S/He will provide technical oversight for designing, development, planning, implementation; and capacity-building of monitoring and evaluation of assigned unit level programs and develop strategies and tools for the design and implementation of surveillance, monitoring, and evaluation components.
- Perform other duties as assigned.
Minimum Recruitment Standard
- MB.BS / MD / Ph.D or similar Degree with 5 to 7 years’ relevant experience in project-level or state/national-level monitoring and evaluation system implementation for Global Health Initiatives.

Job Title: State Technical Lead / State Incident Commander
Location: Delta
Job Description
- Solely responsible for achievement of all project objectives in the state
- Provide overall leadership and coordination concerning implementation of the project at the State level.
- Facilitate a productive and safe work environment amongst the State project team optimal for achievement of project deliverables, with escalation to HQ if/when necessary.
- Work with the community, LGA and State level stakeholders as well as other relevant organizations to mobilize resources in support of the project in the State.
- Monitor and ensure compliance with the organization’s financial and programmatic policies.
- Foster a productive working relationship between the project team (including consortium members) and partner organizations including local professional associations while maintaining an excellent working relationship with counterparts at State and Local Government levels, USG implementing partners, and local institutions.
- Oversee quality of care interventions at project-supported health facilities, monitor and maintain technical quality of activities in all aspects of the project’s deliverables.
- The STL will remain current and knowledgeable about HIV care and treatment, health systems strengthening, service delivery and program planning – Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV infection.
- Demonstrate sound knowledge of recent PEPFAR/CDC Programs, ability to lead team with record of target achievement, understanding of recent HIV program deliverables on Case finding, treatment initiation, viral suppression, monitoring, and evaluation with emphasis on granular data utilization for program routine program decisions and management.
- Oversee management of project assets at the State office and facility level.
- Work with State team to ensure timely submission of reports as required by HQ and donor.
- Facilitate knowledge sharing across the project pathway and ensure transmission of relevant information to and from HQ and donors to team members.
- Ensure performance management for staff towards achieving optimal output deliverables through utilization of objective performance metrics.
- Supervise individual and site work planning and harmonize with the State strategic plan as it relates to HIV programming.
- Demonstrate management, supervision, networking, and leadership skills working with large, complex programs and ability to multi-task, communicate clearly and represent the organization at various platforms.
- Lead and manage by motivating employees to remain optimistic even when faced with challenges and encouraging good performance and values to work.
- Diplomatic; demonstrate experience in undertaking high-level policy dialogue with different stakeholders – Well-developed written and oral communication skills.
- Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint.
- Strong team building and organizational skills – Demonstrate success in leadership and management of multicultural environments providing leadership skills and experience to foster productive and united team of staff and ad-hoc/health facility staff with diverse but complementary skill set to achieve project goals and objectives.
- Demonstrate knowledge of strategic planning, administrative, and financial management systems – display ability to manage program operations (Admin, Logistics, Vendors, Finance, Fleet management) with high level of integrity, due diligence and in compliance with USAID and organizational rules, guidelines, and procedures.
- STL will exercise tact and diplomacy in organizational setting, transparent, direct with substance, self-starter, self-disciplined, be innovative and creative. Ability to intervene with staff with diplomacy and firmness.
- The STL will perform all other duties relating to the project as assigned by his/her supervisor.
Minimum Recruitment Standard
- Advanced Degree or equivalent experience in Public Health, Sociology, or related Health, Medical or Social Science discipline; Masters-level Degree preferred.
- Demonstrated experience working with PEPFAR programs and strong familiarity with CDC reporting requirements.
- 10+ years’ experience in leadership, management, operational and technical expertise with a preference in HIV care and treatment program implementation
- Strong leadership and coordination experience for multidisciplinary team and partner organization
- Strong program management and technical skills required.
- Experience in HIV care and treatment and prevention programs
- Familiarity with Nigeria’s health systems and reporting structure and demonstrated ability to collaborate with government level officials to strengthen program implementation.
- Excellent writing and communications skills, including demonstrated technical writing skills for publication.
