The Alliance for International Medical Action (ALIMA) is an independent humanitarian medical NGO that was created in 2009 by professionals of humanitarian medicine. ALIMA’s mission is to provide medical care in emergency situations or medical catastrophes.

We are recruiting to fill the position below:

Job Title: Supply Manager

Location: Abuja with travel to all Project sites (minimum 50% in the field).
Job Schedule: Full time
Contract term: contract under Nigerian Law, 6 months, renewable

Protection of Beneficiaries and Community Members

  • Level 3: As part of his/her duties, the incumbent will visit programs and come into contact with children and/or vulnerable adults.
  • Therefore, a criminal record check or a certificate of good character will be required. In situations where a criminal record check or character reference is not possible, a declaration of honor will be requested.

Main Missions

  • The Supply Manager, in collaboration with the Logistics Coordinator is responsible for the proper designing, planning, and implementation of the supply chain in the mission/country, ensuring the achievement of the objectives set at the mission Level.
  • To support Country Mission, in ensuring timely arrangement of different project commodities i.e. goods, drugs, and services to Support ALIMA intervention in North East Nigeria.
  • Ensure Supply support to the mission in Coherence of ALIMA standard Procurement procedures & Donor Financial requirements.
  • Understand the Nigerian Government customs & import procedures, IDEC & NAFDAC procedures, and insure our supply strategies are aligned accordingly.

Main Activities
International & Local Supply Management:

  • He/she is responsible project Procurement planning, in close connection with the Logistics Manager of the project office, Pharmacy Manager, Medical Coordinator, and Logistics Coordinator.
  • He/she is responsible for maintaining procurement tracking sheets (local & international), updating and sharing with relevant departments.
  • He/she will ensure that Donor & ALIMA procurements requirements, procedures and guidelines are respected in all ALIMA procurements.
  • He/she will follow up international supply during all the process, before arrival or in customs, being responsible for preparing and providing all necessary documents (customs clearance, transits, etc.) on time.
  • He/she is responsible for execution of procurement of local supply process through coordination office, to be timely purchased and delivered to the project office on time.
  • Ensure that local purchase of supply is done as per ALIMA Procurement guideline, specifically ensuring the quality of goods/supplies and best value for money.
  • Market intelligence with due diligence to ensure that ALIMA is paying according to prevailing market prices.
  • He/she is responsible to critically review the prices to have effective cost control in the procurement of supplies/goods and equipment for the project;
  • He/she is responsible holding an Open market competition to select suppliers and sign a framework agreement for different recurring supplies;
  • Maintains a Supplier Database at the mission level, with all relevant information, including their contacts details and market of supplies;
  • Maintains price list of different project commodities at the mission level, and evaluating the price on quaterly basis.
  • Maintains regular contacts with suppliers and regularly re-evaluate the market in order to get the best quality, prices and service possible;
  • Ensures that all in local Procurement, ALIMA procurement procedural compliance is respected and adopted as per the threshold of the accumulative cost of specific supplies/goods and equipment. Checking that ALIMA procedures for national purchase, local orders, and requests for quotes are followed (if purchases are over a pre-defined amount).
  • Prepares tender documents & call of quotation for any supplies needed;
  • Having regular field visit to support the Field Logistics & Supply for implementation of ALIMA procurement guidelines/rules and regulations.

Orders/Requests of Supplies:

  • Being a focal person of supply at the mission level, processing all request in close coordination with Logistics Coordinator/Medical Coordinator in case of technical medical equipments.
  • Works closely with the Field Coordinator, Logistics Managers in the field, in relation to processing their request of supply/service good.
  • Works in close collaboration with the Medical Coordinator and the Logistics Coordinator for the medical orders & non-medical local & international order;
  • Works in close cooperation with the Finance department on forecasting of the budget required for different local medical & non-medical supplies. Review all payment case before submission to Finance department, to ensure ALIMA financial and procurement compliance is respected.
  • Coordination & communication with suppliers for placing the Orders after approval of procurement, as per ALIMA validation table.
  • Follows up on Backlog of different orders with HQ & sharing the updated order follow up a sheet of international & local orders with relevant different and staff on a weekly & monthly basis.
  • Works in close collaboration with customs clearing agents and freight forewarders for effective supply chain process & order management.

Emergencies:

  • Participates in any emergency activity or exploratory visit in or out of the ALIMA area of work, being prepared to intervene directly if needed and assume the management of all supply activities and staff.

Team Management:

  • Defines and updates job profiles and descriptions of all supply chain related staff;
  • Participates in the selection, follow up and evaluation of all staff under his/her direct supervision;
  • Trains the staff on supply chain standards & administrative procedures of Shipment Custom clearance;
  • Reinforces skills of all supply chain staff;
  • Undertakes regular evaluations of staff team under his/her direct supervision;
  • Promotes communication and active participation of all staff under his/her supervision.

Reporting:

  • Sharing of weekly reports for both International and Local procurements to Field Staffs;
  • Participates in monthly reports according to guideline, i.e. International and local procurement updates, procurement planning, etc. together with the Logistics Coordinator;
  • Carries out regular market surveys and makes them available to program staffs;
  • Informs the Line Manager of any problems that might be linked to work of supply staff.

Skills and Experience

  • Education: Essential University or Technical School Diploma, desirable Supply related studies.
  • Languages: Mission working language essential
  • Experience:
    • Essential working experience of at least two (2) years in Supply Chain activities related jobs.
    • Desirable working experience with ALIMA or other INGOs.
    • Desirable working experience in developing countries.
  • Knowledge: Essential computer literacy (Word, Excel and Internet)

Languages:

  • Fluency in English (written and spoken), and at least two local languages (Hausa, Kanuri, Yoruba)
  • French is an asset

Job Title: Nurse Supervisor – ITFC

Mission and Main Activities

  • To supervise the overall management and ensure the smooth running of nursing activities, including the supervision of nurses, nurse assistants and paramedic helpers, in order to ensure 24/7 good quality nursing care of patients admitted in ALIMA health program, in collaboration with the doctors and respecting a protocols & guidelines.

Job Description
Staff Supervision:

  • Assign duties and coordinate nursing service.
  • Updates monthly roster at least 10 days before the end of the month.
  • Ensure safety and hygienic working conditions for the staff (know procedures in the case of accidental blood exposure)
  • Ensure triage of patients in waiting areas, detecting the priority acute/emergency cases, carrying out first aid care when needed and referring to the doctor.

Managing Patient Flow:

  • Ensure patients are properly received and installed into health services. Ensure patients with lack of autonomy are assisted.
  • Ensure systematic follow-up of non-attending patients.
  • Instruct professional and paraprofessional nursing staff about policies and procedures.
  • Evaluate nursing activities to ensure a good patient care, good staff relations, and efficiency of service.

  • As Project Coordinator you will be responsible for ALIMA’s operational and research interventions within the framework of the project.
  • In close collaboration with the mission coordination team and CORAL research team, you will define and plan the project objectives and priorities, identify the population’s health and humanitarian needs, analyze the context and the humanitarian issues at stake, the risks and constraints and calculate human and financial needs.

Job Title: Nurse Supervisor – OTP

Location: Batagarawa, Katsina

Mission and Main Activities

  • The supervisor is responsible for the medical and nutritional follow-up of severely malnourished children at ATFC.
  • He is responsible for the proper functioning of the ATFC, the organization of work, the supervision of the team, the continuous training of the staff and the quality of care.
  • In collaboration with the Major, the supervisor consolidates the means implemented in the Health Centers for the proper functioning of activities concerning malnutrition.
  • It ensures the quality of care and medico-nutritional follow-up of severely malnourished children.
  • It ensures the availability of inputs to ensure the care of children
  • It ensures reference criteria, participates in and assists in the organization of awareness-raising activities with a view to improving access to care.

Accountabilities

  • Ensures compliance with the criteria for entry into ATFC, transfer to ITFC and exit criteria from ATFC.
  • Controls and verifies the quality and quantities of rations given to beneficiaries. It is the guarantor of the proper implementation of the Protocol.
  • Transmits to the Incharge positive developments and difficulties, proposes and elaborates recommendations in the application of the national protocol
  • Disseminates and trains to any evolution of the national protocol in agreement with the NAM of the Project and / or the Referring Doctor
  • Controls nutritional monitoring (quality and rhythm of anthropometric measurements).
  • In collaboration with the Incharge, decides on the transfer of a child to the ITFC
  • Ensures the reference and counter-reference of children
  • Performs all emergency medical procedures during the care of children
  • Forms or reinforces information regarding compliance with aseptic rules during nursing care.
  • Promotes the availability of the necessary means and their use
  • Participates with staff in consultations and care of children (if required)
  • With logistics, evaluates the quality of hygiene, the availability of water and the impact of hygiene training.
  • Organizes with the Incharge the integration of the care of malnourished children, for this, it helps if necessary to better define the responsibilities of the agents of the center and helps in the implementation of the activity.
  • Evaluates the means and skills in human resources on the ATFC for which it is responsible.
  • Evaluates the level achieved by ATFC in the integration of care according to the evaluation grid taking into account the general activity of ATFC.
  • With the Incharge, ensures the quality of all staff in the management of malnutrition by rotating ATFC’s health care staff to this activity.
  • Defines the content of the trainings, develops their schedule with the Major of the Health Center and the NAM of the project.
  • Ensures the implementation of validated training with ATFC staff.
  • With the Incharge, ensures the proper completion of the data collection (register, nutritional therapeutic sheet) by the person responsible and their corrections through training or the organization of work meetings.
  • Promotes the availability of means of and their transmission
  • Collects daily and weekly statistical data.
  • Evaluates monthly the actions necessary for the management of malnutrition on ATFC and the actions carried out for the consolidation of integration
  • Transmits the difficulties of achieving the objectives and proposes solutions to the NAM of the project or / and Referring Doctor.
  • Completed and participates in the analysis of ALIMA information collection documents.
  • Ensure the correct completion of the medical order sheet validated by the NAM of the project.
  • Ensures compliance with the order schedule and its quality, proposes to the NAM of the project the necessary corrections and promotes its transmission to the Head of the Central Pharmacy of ALIMA.
  • Develops and organizes health education sessions.
  • Ensures the relevance of messages disseminated to mothers (feeding, weaning, diarrhea, etc.) and their understanding.
  • Must ensure at each exit that the equipment used is present and in good condition.
  • Provides advice or training on the means and techniques of use of the equipment to THEFC staff.
  • Reports any damage to the equipment to the project NAM and/or referring physician.
  • Makes a monthly inventory of equipment in partnership with logistics.
  • With the Incharge, establishes the needs and their transmissions to the NAM of the project.
  • Provides advice or training on the means and techniques of use of the equipment by ATFC staff.
  • Ensures the rational and efficient use of the equipment made available to him as part of the project and assumes full responsibility for it.
  • Participates in weekly meetings organized by the NAM of the project and/or referring doctor.
  • Ensures that coordination information is transmitted correctly and continuously to the rest of his team.
