Job Title: Nutrition Officer

Job Summary
- The Nutrition Officer will be the main point of reference in the field for the Targeted Supplementary Feeding Programme (TSFP); he/she will collaborate with the Project Manager to support the team and the activities and directly contribute to the implementation of the distributions and of the nutrition awareness activities.
Main Duties & Responsibilities
Under the direct supervision of the Project Manager, and in collaboration with the other collaborators of the project and the base, he/she:
- Coordinate regular project activities guaranteeing the smooth implementation of the TSFP:
- Prepare distribution plans in coordination with the distribution team;
- Ensure that teams have all the documentation needed when conducting distributions (such as complaint registers, ration cards, attendance sheets, reporting templates, beneficiary lists and so on);
- (From 0 to 59 months)
- Submit a movement plan for the TSFP team to the Project Manager/Project Manager as applicable;
- Coordinate the sensitization and community mobilization activities before the distribution;
- Report the needs of the team to the Project Manager/Project Manager for follow-up.
- Conduct monitoring of the distribution activities, provide comments to the team and suggest corrective actions when needed.
- Conduct a debriefing with the team after the distribution point is monitored.
- Prepare a report to submit to the Project Manager/Project Manager on the distribution point monitored daily.
- Conduct regular training of the staff about nutrition, IYCF, and MUAC screening (from 0 to 59 months).
- Supervise the team of TSFP Officers, Nutrition Assistants, Storekeepers and Data Entry Clerks directly; Provide coaching and training to the team.
- Prepare objectives for the direct supervisee and follow up on the achievements of the objectives by conducting a performance evaluation in cooperation with the Project Manager.
- Conduct regular meetings to discuss TORs and the general performance of the team, challenges and issues.
- Coordinate IYCF activities, including cooking demonstrations, formation and training of mother support groups, and overall monitoring of nutrition awareness activities conducted by the Nutrition Assistants, contribute to the development of IYCF messages and IEC material for nutrition campaigns, tailored to local needs;
- Support with the development of the tools for the Nutrition surveys to be rolled out at the beginning, mid-term and end of the project;
- Supervise the update of the beneficiary database, by organizing the delivery of the TSFP registers, the printing of the beneficiary list and the analysis of the nutrition data, together with the M&E Officer and the Data Entry Clerk.
- Receive and compile weekly activity reports from the field and share them with the Project Manager/Project Manager.
- Prepare daily and monthly distribution reports, with data received from the TSFP Officers and the Storekeepers and share them with WFP.
- Provide inputs for the monthly narrative reports, including analysis of the complaints received.
- Participate in nutrition-related coordination forums, working groups, and technical meetings and activities at the state level.
- Support the teams in the field with their coordination with health and nutrition facilities and actors, local authorities, community leaders and Food Management Committees, and support the Nutrition Assistants with ensuring complementarity of IYCF promotion with other organizations’ activities.
- Consistently and proactively monitor/assess the safety and security of field teams; promptly report concerns or incidents to AHSF management and liaise with community leaders and other external parties to maintain/enhance the security environment for AHSF programs.

Job Summary
- The Nutrition Assistant will be responsible for planning and implementation of nutrition activities in the AHSF food security and nutrition operation area in Borno LGA’S focusing on IDPs and vulnerable host communities.
- They will ensure comprehensive mobilisation of the community for nutrition screening of children under five, forming and monitoring care support groups and IYCF training.
Main Duties & Responsibilities
Under the direct supervision of the Nutrition Officer and in collaboration with the project manager, and other collaborators of the projects and the Base, they will:
- Perform screening of the nutritional status of children under five in their designated locations and refer SAM cases to SC/MAM centres.
- Coordinate and collaborate with community mobilisers’ team leaders and lead mothers of care groups in implementing follow-up of referred SAM cases
- Follow up with the new admission of malnourished children.
- Ensure liaison with existing community structures, (groups and individuals, women groups, religious leaders where possible.
- Daily reporting.
- Weekly reporting and compilation of monthly reporting.
- Collect and track weekly data at the community level, including the results of MUAC screening during house-to-house visits, per AHSF standard nutrition statistical reporting forms

General Position Summary
- The Monitoring, Evaluation and Learning Officer is a key member of the Program Performance and Quality (PAQ) Unit and will be responsible for managing and coordinating all MEL and program quality performance processes for AHSF Humanitarian programs. S/he will work across all Northeast programs to support data collection, management, and analysis.
Essential Job Responsibilities
Technical Leadership:
- Provide leadership, training and mentoring in the development of M&E Plans, M&E tools, survey design, methodology, data analysis, and other skills required for assessing the impact of programs.
- Lead and/or collaborate with external evaluators on the design and rollout of the program assessments, baseline and evaluations, while setting up effective systems for learning.
- Ensures programs use the necessary M&E systems and tools, to inform and improve each program, as well as feed into the broader National-level M&E system and Country strategy.
- Take the lead in aligning, collecting and reporting on relevant indicators to the organizational-wide M&E systems, and other external systems as relevant.
- Support teams in collecting sex and age-disaggregated data and using gender-sensitive data collection methods to understand and respond to program results with diverse participants.
- Participates in the facilitation of country and sector-level strategic planning sessions, assisting program managers and senior management in the development of their annual plans.
- Identify research opportunities and partnerships that respond to priority topics and questions, and which connect to AHSF field emergency response programming and national and regional strategic plans.

Information Management:
- Works with the program and M&E teams to adopt a holistic country-level M&E system (including Tola Data) that harnesses open-source software and flexible cloud solutions to more accurately collect, monitor and verify program activities and ensure they are aligned with the country’s strategic and annual plan.
- Provides guidance, recommendations, and leadership to ensure that the M&E systems meet the needs of Programs Managers and Country Leadership and help address shortfalls in M&E and data management that affect program implementation.
- Contributes to program design to ensure adherence to AHSF’ M&E best practices, including the use of standardized indicators, form templates, and documentation methodologies.
- Maintain a comprehensive schedule of private and institutional funding reports for programs and review project/program reports to ensure that reports contain accurate, clear, and high-quality data and are presented in the proper format.
- Develop program and operational reporting templates that facilitate the acquisition, aggregation, and flow of information in programs.
Capacity Building And Mentoring:
- Develops and oversees the implementation of the M&E staff and partner capacity-building strategy that promotes a culture of learning through systematic analysis and reflection of program data.

Major Responsibilities
- Share Daily Situation Report/updates with SMT, the HASS team and the project staff.

Job Summary
- The Storekeeper will be responsible for the management of tracking and data management of distribution information of commodities and the management of commodity movements of WFP funded Targeted Supplementary Feeding Program (TSFP) Project in KAGA, MAGUMERI & MMC LGA, Borno state. He/She will ensure the adequacy of the warehouses and proper commodity handling and tracking.
- To maintain accurate commodity accounting records of all Receipts, Dispatches, Losses and distributions.
- To ensure that the distribution records are verified, and cross-checked against the BDLS per respective distribution centre.
Main Responsibilities and Tasks
Under the direct supervision of the Project Manager and in collaboration with the Head of the Program, the Project Manager and other collaborators of the projects and the project, he /she will:
- Report any issue to the Project Manager, Head of Program and nutrition officer for follow-up, including the need for maintenance, cleaning, and items (pallets, padlocks and so on).
- Be responsible for the security of the store, by liaising regularly with the security Officer, Security Company hired for this: provide constant monitoring of their activities, ensure that they maintain their presence and they do not conduct any irregularities.
- Always ensure the food safety of commodities by monitoring the expiry dates and the status of the packages.
- He/She will account for and maintain the records for all commodities received, stored and dispatched in compliance with AHSF and donor (WFP) guidelines.
- The Warehouse storekeeper is responsible for the documentation of commodity transactions in the warehouse, including receipt, storage and delivery of all food commodities.
- Receive the commodities from WFP, count them and ensure that all the details in the waybill correspond to what is received.
- Fill in the waybills and sign them.
- Liaise with the distribution teams to ensure that the commodities are dispatched on time for distribution, liaise with the transporter company in cooperation with the Logistics Assistant in the Base to mobilise them for dispatch.
- Always keep track of the commodities by counting them and by issuing waybills whenever there is a commodity movement.
- Prepare daily stock reports to ensure that commodities are not lost.
- Cooperate with the Nutrition Officers for regular reconciliation of commodities and the preparation of accurate and reconciled monthly distribution reports.
- Report any loss immediately to the Nutrition Officer and the Project Manager to ensure timely action.
Management of Commodity Reception:
- Ensure that all commodities arriving at the warehouse and leaving the warehouse are properly accounted for.
- Conduct a thorough inspection of all trucks on arrival at the warehouse; ensure that trucks are properly covered with tarpaulins and there are no unauthorized commodities mixed with food;
- Fill in the truck inspection reports before the commencement of offloading; Scrutinize all waybills to ensure that the commodities are of correct quantities and quality as manifested on the waybill;
- Supervise the offloading staff during the process of offloading commodities and make sure that it is properly undertaken.
- Ensure that commodities are carefully being inspected and counted during off-loading before being accepted in the warehouse;
- Stack commodities according to type and shipment number;
- Stack commodities on pallets and ensure a space of one metre between stacks and wall, stack and stack, stack and the ceiling is maintained;
- Report any shortages, damages or excess to the Storekeeper and reflect such differences in all copies of the delivery documents;
- Fill in all stack cards immediately after completing stacking;
- Fill in all forms (waybill, loading & offloading tally sheet and random weighting form) during and immediately after completing the offloading process.
- Record all quantities delivered short (missing), quantities lost in transit and quantities damaged, if any.
Mitigation of Commodity Losses:
- Use the FIFO principle for each commodity. Commodities arriving first must be dispatched first except for reconstituted commodities.
- Short-weight and damaged bags are reconciled immediately.
- Stack damaged bags separately
- Record the number of damaged units for each consignment
- Repair bags as soon as possible.
- Repack damaged bags into new bags protected by a plastic bag.
- Reconstituted bag should be dispatched first.
Warehouse Management:
- Consistently and routinely clean the warehouse for the safekeeping of food commodities.
- Ensure the warehouse compound is clean and free from debris, vegetation, and rodent activity and has good drainage and lighting.
- Ensure inside of the warehouse floors, walls and ceiling are clean at all times.
- Ensure windows and ventilation are in good repair and screens to prevent access.
- Ensure placement of rodent baits and traps.
- Ensure the presence of first aid and firefighting equipment in strategic locations in the warehouse.
