1.) Supply Chain Manager
Job Location: Abuja (with frequent visits to field locations)

Purpose
- We are looking for a driven, pro-active Supply Chain Manager who will be responsible for the overall country logistics and procurement operation in coordination with procurement and logistics staff in the field offices; providing support to DRC field operations and field-based staff in training, guidance and standard operating procedures as set by the DRC.
- The incumbent must possess broad knowledge in the procurement and logistics processes, people’s management, finance, vehicles, inventories and monitoring of assets and activities.
- He/She plays a key role in implementation of the Supply Chain Module of DRC Dynamics through tailor-made training, mentoring, coaching, monitoring, and controlling correct usage of the module. He/She supervises the logistics and procurement unit and provides technical support to area offices.
Duties and Responsibilities
Overall Responsibilities:
- Responsible for the effective implementation of logistics/procurement systems and functions within geographical area of responsibility with a particular focus on compliance to the Operations Handbook
- Support logistics/procurement staff and functions in all DRC offices
People Management:
- Lead and manage the Logistics and procurement team (including people planning, performance, well-being and development).
Procurement Co-ordination:
- Manage the entire process of the planning of procurement and supply chain activities ensuring cost and time efficient delivery of services in compliance with DRC and Donors regulations.
- Collaborate with Program staff, Area Managers and Supply Chain teams in field for proper procurement planning in project design and implementation stages. Ensure that procurement plans are prepared, monitored and updated at Country and field office levels
- Conduct regular visits to each procurement office to assess and support compliance and implementation of Operation Handbook volume on Procurement Management (including all updated policies on DRC intranet) across all field offices
- Review ITB (Restricted, National and International) documentation before advertising or inviting suppliers
- Provide remote support in ITB management (TOC report, technical analysis and contract award)
- Ensure implementation of CAST/audit recommendations relating to logistics/procurement
- Ensure all procurement documents are properly stored and archived to provide an appropriate audit trail for any internal and external audits.
- Provide support to field sites to manage the tendering process (TOC report, technical analysis and contract award).
- Compile monthly reports received from field offices to provide country procurement reports to relevant managers
- Organize procurement trainings for non-logistics staff and small-scale refresher trainings (if/when needed) for procurement staff.
- Plan and organize regular logistics training with relevant participants (logistics, program, Human Resources and finance) to ensure agreed and uniform systems to be implemented
- Conduct market surveys in key categories to ensure that DRC is receiving best value for money
- Verify the Self compliance checks for all FO’s are verified prior submission
Fleet and Fuel management:
- Ensure compliance and implementation of Operations Handbook across all field offices
- Provide monthly comprehensive country reports on fleet management (costs) to SMT
- Advise on Fleet utilization and right sizing of fleet requirements as per program needs
- Ensure proper management and follow-up of fuel consumption for vehicles and generators
Asset Management:
- Ensure compliance and implementation of Operations Handbook across all field offices.
- Provide monthly comprehensive country reports on Inventory/Assets to SMT
- Implement any available tools to improve the inventory management
- Provide guidance in disposal methods for unused or expired Asset with prior Donor/DRC
- Country director approval
Warehouse Management:
- Ensure compliance and implementation of Operations Handbook across all field offices.
- Provide monthly comprehensive country report on warehouse inventory to SMT (list and stock value in hand)
- Provide guidance in disposal methods for unused or expired commodities with prior donor/DRC Country Director approval
DRC Dynamics ERP System:
- Ensure proper application of ERP supply chain processes in the region
- Apply reports and data analytics from ERP supply chain system to improve supply chain performance
Accountability:
- Accountable to ensure that all Supply Chain activities are conducted in accordance with the DRC’s Operations Handbook
- Responsible to ensure that recommendations for improvements related to the Supply Chain Components (e.g., from audits) are implemented in a timely manner
- Accountable for making significant decisions on what the unit does: its purpose, functions and role, and for making commitments and decisions that require the expenditure of significant unit resources.
- Accountable for people management of direct reports, generally at least 3 employees. This includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.
- Responsible to ensure that all allegations of breaches of the Code of Conduct by staff in the Supply Chain teams of Iraq are reported and with the support of the Head of Support Services and Security Focal Point, investigated and concluded swiftly.
- Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility
- Accountable for making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRC
Required Qualifications
Essential:
- Minimum of 5 years of experience in humanitarian logistics management within the field of supply chain management, fleet management, asset management, and distribution support
- At least 3 years of experience with people management in the humanitarian sector, especially in international organizations.
- Knowledge and experience of dealing with service providers and contractors’ management
- Experience working in an (I)NGO
- Full professional proficiency in English
- Excellent computer skills in MS Word & Excel, as well as experience working with an ERP system
- Experience with standard procurement procedures and documentation.
- Experience with construction and site project management
- Experience with auto mechanics or electrical installations
- Competence in providing technical guidance and training

2.) Humanitarian Mine Action (HMA) Manager Borno

Purpose
Under the overall supervision of the Area Manager and technical guidance from HMA Coordinator, the responsibility of the Humanitarian Mine Action Manager is to provide oversight and ensure planning, implementation and reporting of DRC humanitarian mine action (HMA) activities in Borno state. The activities include:
- Humanitarian mine action project design and monitoring.
- Training education and awareness of Explosive ordnance and safe behavior resulting in reduced risk-taking behavior within the conflict-affected communities and the identification of hazardous areas through non-technical survey that will enable safe return of communities and/or land freed for productive use.
- Explosive ordnance risk education and non-technical survey teams’ management and supervision.
Key Responsibilities
Project strategic planning and design:
- With the support of the Area Manager and of the HMA Coordinator, contribute to the elaboration of area-based strategic documents on HMA, and revise the HMA plans as required by the operational context.
- Design and implement an appropriate and effective HMA strategy in consultation with HMA Coordinator, other HMA staff and area manager.
- In consultation with HMA Coordinator, lead in the design and development of relevant specifications for HMA initiatives.
Implementation:
- Identify the critical needs for risk education according to geographic areas and target groups.
- Initiate, plan and coordinate EORE and NTS activities in targeted communities.
- Analyze data on contamination collected by the survey teams and provide analytic reports on the level of contamination.
- Conduct frequent field visits and quality assurance of the NTS an EORE activities to enable the identification of training gaps.
- Keep the NTS SOP’s and others related updated.
- Ensure that HMA activities meet stated objectives and indicators within agreed timeframes.
- Systematically and closely monitor the delivery and expenditure rates of ongoing protection programmes, promptly identifying and correcting under-delivery issues and deviations from workplans.

Reporting:

Staff Management:
- Provide mentorship and technical supervision for HMA staff including day-to-day management, development and training, appraisals, etc.
- Review job descriptions and participate in the recruitment process of HMA staff.
- Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of project objectives, progress, current work plans and to provide the opportunity for feedback.
- Assess the training needs of HMA staff and ensure that appropriate training is provided/conducted.
Fundraising:
- Contribute to DRC Borno fundraising by actively engaging in developing and drafting new proposals for HMA sector in consultation with the relevant managers and HMA Coordinator.

Requirements
Education:
- Advanced University Degree (Master’s Degree or equivalent) with a minimum of four (4) years of relevant experience or

Background
- Danish Refugee Council (DRC) has had an operational presence in Nigeria since 2015.
- DRC Nigeria is the largest DRC country mission in the West Africa region and one of the largest DRC country missions globally.
- Currently, DRC delivers life-saving assistance and protection to vulnerable, conflict-affected populations including internally displaced persons, returnees and host communities in the areas of armed violence reduction, humanitarian mine action, livelihoods, nutrition and food security, protection, shelter and non-food items (NFI) and water, sanitation and hygiene (WASH) in 30+ Local Government Areas (LGAs) across Borno, Adamawa and Yobe states in northeast Nigeria.
Purpose
- Under the authority of the Area Manager and with the close technical supervision of the Protection Coordinator, the Protection Manager contributes to updating and applying the area office strategic protection and advocacy vision and is responsible to ensure that protection interventions are implemented according to quality standards and are adapted to the emergency context.
- The role ensures successful delivery of protection projects in the target areas of Borno. Additionally, this position will be responsible for capacity development of staff, volunteers, incentive workers, stakeholder management, partner management and ensure an integrated implementation is undertaken within the laid down guidelines.
Key Responsibilities
Protection analysis, strategy planning and design:
- Ensure that protection data is collected, stored and shared according to the principles and procedures contained in the DRC Data Protection Protocol and applicable data protection principles, and identify sensitive data in the Nigerian context.
- Assess protection risks and trends, identify problems/gaps and propose/prioritise timely practical actions to respond to clearly-formulated protection problems.

Capacity Building and Quality Assurance:
- Develop staff capacities on the human rights-based approach, protection assessments, protection monitoring, case management (CP, GBV), referral systems and protection mainstreaming through regular training and refreshers, mentoring and coaching;
- Develop the capacities of duty bearers and external stakeholders on protection
- Ensure that quality assurance systems are applied, with particular reference to upholding CHS (Core Humanitarian Standards) and Age Gender and diversity throughout the protection programme
- Provide technical support, advice and backstop on protection to Area Manager and protection field staff to ensure quality delivery on ongoing protection projects;
- Ensure that the implementation of protection activities address protection needs of internally displaced people, vulnerable populations, and affected populations, and are adapted and relevant to the emergency context of north-eastern Nigeria;
- Establish and reinforce referral systems and pathways for protection cases.
- Ensure that DRC Protection programmes in Borno are implemented in accordance with donors’ regulations and with DRC standard procedures (Code of Conduct, DRC Response Framework, DRC Programme Handbook), and are consistent with the area strategic programme document and protection strategy.
Project Monitoring and Reporting:
- Produce protection reports of high analytical quality, with concrete and actionable protection recommendations.
- In consultation with MEAL unit, regularly update protection sector monthly Dashboard and DRC PMT tool.
- Undertake regular participatory monitoring and verification visits to ensure adequate progress against action plans, outputs and ensuring that quality elements are signed off. Provide advice on any corrective action necessary.
- Ensure timely delivery of projects activities including payments to suppliers and contractors.
- In collaboration with the MEAL team, analyze and report on relevance, outcomes and impact of DRC protection-related activities to provide lessons learnt and to identify best practices
- Supervise protection activities in strict adherence to DRC regulations, the donor’s guidelines, and the humanitarian standards.

- Actively represent the DRC at the Protection Sector Working Group (PSWG), Sexual and Gender Based Violence (SGBV), Child Protection Working Group (CPWG) and other relevant coordination structures and protection actors (including UN agencies, ICRC and MSF), seeking to develop coordinated protection approaches and responses.
- Facilitate reporting and information management (data collection, analysis, storage, sharing) through protection sector and other coordination mechanisms back to DRC management – provide and collect information to inform the whole response

- Currently, DRC delivers life-saving assistance and protection to vulnerable, conflict-affected populations including internally displaced persons, returnees and host communities in the areas of Peace Building, humanitarian mine action, Economic Recovery, protection, shelter and non-food items (NFI) and water, sanitation and hygiene (WASH) in 20+ Local Government Areas (LGAs) across Borno, and Adamawa states in northeast Nigeria.
Purpose
- Provide support to the programme team by undertaking technical and practical operational tasks to ensure smooth, safe and efficient operation of supply chain fleet activities in accordance with the Operations Handbook and Program Manual with adherence to the donor guidelines.
Duties and Responsibilities
Fleet:
- Oversee the repair and maintenance operation for all DRC vehicles in the DRC Borno office and sub-offices.
- Oversee assigned fleet’s operations and make direct reports to the supply chain team leader on fleet performance and other operational requirements.
- Coordinate vehicle requests and assign DRC fleet/driver in an efficient manner.
- Work with the drivers to ensure a regular maintenance schedule for all vehicles and ensure that logbooks are up to date.
- Carry out daily inspection of vehicles, facilities, Generators and schedule maintenance and repairs.
- Follow up with procurement to ensure that all car hire requests have PO’s issued in a timely manner before the vehicle is used
- Follow up on fuel consumption and maintenance cost/activity reports for generators and DRC fleet and share same as will be required periodically.
- Tracking and follow up of dispatched vehicles to monitor turn around and advise Safety on any issues arising
- Oversee proper maintenance of parts and other consumables inventory
- Provision of monthly vehicle maintenance reports
- Provide reports on vehicles attracting unusually high maintenance costs
- Ensure that all DRC generators are registered, tagged, tracked, and maintained.
- Ensure owned and hired vehicles are in safe condition as per DRC’s vehicle checklist and all equipment necessary are available within each vehicle
- Follow up and get feedback from programme team on performance/condition of (DRC owned and hired ) Vehicles and vehicles.
- Make sure all generators are in good working condition, and they are maintained on regular bases.
- Booking flights and helicopter trip for DRC staff and communicate regarding their trips.
Procurement:
- Raise purchase requisitions for vehicle and generator parts and supplies; review vendor bid responses for tools, equipment, parts and services; monitor expenditures.
- Secure one off cash advance to carry out emergency maintenance and repairs for both office and the guesthouses.
Inventory Management, Documentation and Reports:
- Maintain equipment records in accordance with federal, state and local laws, policy or regulation.
- Collect log books from each vehicle at the beginning of every month and summarize the data and report for management use
- Maintain all vehicle files in a complete and up-to-date manner, all vehicle files to contain all information pertaining to a particular vehicle.
- Provision of monthly vehicle maintenance reports
- Provide reports on vehicles attracting unusually high maintenance costs
- Ensure faults on vehicles are identified on time and secure approval from the relevant supervisor before they are submitted for repairs.
- Provide mileage and amount of fuel used per vehicle, through vehicle log books and regularly provide reports to monitor and control utilization.
- Make sure that each vehicle always has a vehicle logbook and they are properly, accurately and consistently filled in.
Facilities:
Follow up and make sure facilities requests are processed:
- Receive Maintenance requests from HR/Admin for both office and guest house maintenance related issues in all DRC Borno locations and make sure they are attended to and/ or maintained in a timely manner.
- Track all requests.
- Study and analyze all requests and advise management on best way forward.
- Track all expenses on facilities
UNHAS:
- Management of UNHAS bookings on rotary wings
- Liaise with the team leaders for booking requests and readjustments.
Capacity Building:
- In consultation with Logistics Team Leader and support from Supply Chain Manager, plan and manage the capacity building of all Drivers and staff, in addition to providing support to programme staff on relevant fleet processes and procedures.
- The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.
Qualifications
Education:
- Bachelor’s Degree or equivalent in Logistics, Administration, Business Management, IT, Engineering or other relevant fields.
Essential:
- Certifications in Supply or Logistics.
- At least 3 years of experience in logistics, especially fleet management.
- Drivers License.
- Excellent computer skills in MS Word & Excel.
Desirable:
- Flexible & willing to work in a remote setting & to travel to other field locations.
- Experience with standard procurement procedures and documentation.
- Basic to intermediate experience with auto mechanics and or electrical installations.
- Experience with construction and site project management.
- Experience working with electronic vehicle tracking platforms
- Experience working in an (I) NGO.
