Job Title: Monitoring and Evaluation (M&E) Officer

Project Overview
- In collaboration with Mercy Corps Nigeria, WINN is implementing the protection sector of THRIVE consortium project, a project focusing on empowering crisis-affected IDPs, returnees, and host communities in Jere LGA.
- THRIVE seeks to prevent and address GBV by establishing safe spaces, engaging adolescents, training leaders, promoting social cohesion, conducting awareness campaigns, and improving access to essential services
Job Summary
- The Monitoring & Evaluation Officer is part of a team to operationalize specific program systems.
- The M&E Officer is responsible for supporting WINN staff to regularly collect, enter, verify, and analyze data and make timely database adjustments to measure the impact of the program.
- He/she will work directly with the SPO and will closely coordinate with other program staff to help ensure the monitoring and evaluation of data is accurately incorporated into all reports and information products.
Specific Responsibilities
- Understand and maintain an M&E system database that improves WINN’s ability to inform program implementation, analyze data and represent impact to donors, government, partner organizations, and communities.
- Regularly review data entered into the M&E system to locate and fix problems with data entry or integrity.
- Manage regular synchronizations and backups of field data to a cloud-based data management system.
- Troubleshoot front and back-end issues with the database, including any synchronization issues of field-level data.
- Work as part of a team to facilitate and support M&E operations including baseline, annual, and end-line surveys, regular monitoring, data collection, analysis, and reporting according to the M&E work plan.
- Generate data (tables/graphs/reports) from the M&E database at regular intervals, ensuring reports/information are available for program implementation staff when required. Facilitate data analysis with the program implementation team as requested.
- Work closely with the SPO to develop and deliver staff training, improving capacities in monitoring, evaluation, and database management.
- Ensure field teams always have the most recent version of all M&E tools and documents.
- Conduct regular field visits to ensure all elements of the M&E system and database are better utilized effectively by all stakeholders, assessing and identifying breakdowns and areas that require clarifications and improvements.
- Conduct field monitoring and evaluation to ensure quality project activities and develop propositions for improvement. Follow up on partner organizations’ monitoring plans on a weekly or monthly basis.
- Assist the team in improving the program’s M&E systems by identifying good practices, field-tested lessons learned, and creative recommendations; share with and encourage staff to incorporate these in their daily work.
- Monitoring and evaluation of field projects.
- Ensure all M&E reports are produced with the highest quality in a timely manner.
- Regularly update the project indicator tracking sheets in collaboration with program staff; and submit them as demanded.
- Monitor all project activities, expenditures, and progress toward achieving the project output.
- Recommend further improvement of the logical framework.
- Provide feedback to the SPO on project strategies and activities.
- Perform other duties as may be assigned to him/her.
Requirements
- A University Degree in Statistics, Computer Science, Economics, M&E, Business Administration, or any other relevant field is required
- Three or more years of experience working in the NGO sector in M&E, ideally in protection, Livelihood, community development, or economic and market development. Prior experience carrying out surveys or conducting qualitative and quantitative data collection with computerized data management systems.
- Result-oriented, teamwork, good analytical, communication, and facilitation skills, skills, problem solver, Advanced computer skills in SPSS, and MS Office programs, particularly Excel, and Access. Strong analytical skills coupled with a solid understanding of quantitative indicators and data collection strategies.
- English, Hausa, and local language desirable.
