Medecins du Monde (MdM) is an international humanitarian organization whose mission is to provide medical care for the most vulnerable populations, the world over, including France. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care. MdM operating in Nigeria, Borno state since October 2016.
We are recruiting to fill the following positions below:
1.) Logistics Officer
Job Location: Maiduguri, Borno
Job Summary
- The Coordination Logistics Officer works under the Supervision of the Logistic Coordinator. He/She supports the Base Logs for all support needed in the base (office and guest house) function including: Fleet management, Energy management, Facilities management, Equipment and stocks management, Procurement, Project team support, Monthly Logistic Reporting.
Tasks & Responsibilities
Equipment and stock Management:
- In collaboration with the Base Log/ Admin, anticipation for the need for equipment for the base.
- Ensure the good usage and maintenance of MDM equipment, (cleaning, security, protection; maintenance) with proper inventories.
- Keep a proper inventory of stocks where applicable and report regularly.
- Ensure tracking of equipment, labelling and update on monthly basis the asset equipment list;
- Ensure that each equipment has an ID Number if not must refer to his/her supervisor,
- Ensure the proper use and handling of VHF Radios by all users.
Ensure Logistics Supply Chain, review and prepare all documentation:
- Provide support in periodic market survey and analysis;
- Ensure best value for money by reviewing available prices & quality, quotation validity, leadtime;
- Verify new suppliers references, existence and conduct due diligence;
- Prepare Request for Quote (RFQ) , prepare Evaluation Grid (EG) and get approval according to MdM standard procedures ;
- Prepare Purchase Contract or Supplier Purchase Order (PO) and coordinate suppliers during the delivery of the goods and services specific to the Mission.
- Participate in tender processes and take minutes;
- Support the LogCo in monitoring SharePoint procurement documents archiving and providing a report on gaps every quarter (March, June, September, December);
- Review and confirm all Mission request (MR) before processing ,ensure that MR includes all required specifications and supporting documents;
- Update and share the consolidated Procurement Follow Up (PFU) on weekly basis,
- Follow up the importation and clearance process of international shipments
- Support the Capital Liaison Officer in speedy processing of Expatriate VISA and flight payments.
- Update the price catalogue with new purchase prices and/or suppliers or at least every two months;
- Maintain an updated supplier database for the Mission;
Negotiating supplier framework agreements and contracts:
- Support the Capital Liaison officer in sourcing for services (Hotel accommodations, repair and maintenance services)
- Support the ICT officer in the purchase of ICT related materials
- Prepare Procurement Dossiers for framework agreements and contract and update relevant monitoring tools (Procurement Follow Up and Contract Follow Up) ;
- Liaise with contractors/suppliers to ensure compliance with the contract, including initial meeting;
- Collect and prepare any supporting documents related to contract implementation or modification;
- Communicate to line manager any deviation from the initial contract.
- Ensure that all documentation required as per contract is provided by both parties;
- Collect and review all delivery documentation;
- Prepare payment transaction according to delivery and contract payment terms.
Facilities Management:
- Ensure on time repair & maintenance of Generator
- Monitor the usage of fuel for vehicles and generator
- Ensure the participation of logistics in the selection of premises for projects & offices
- In collaboration with the ICT officer, Ensure that communication means are available for professional work (internet, telephone etc.)
- Monitor local procurement of goods and services for the Base according to the MdM Procurement procedures
- Assess the vehicle needs for a base in relation with project & office activities
- Ensure the rehabilitation of premises & regular check.
- In collaboration with the Base Log/Admin, conduct the logistics assessments in the field whenever required, and provide the support to the team in the field.
Fleet Management:
- Responsible for supervising the logistic support Services in collaboration with the Base Log/Admin for all bases.
- Ensure the efficient management of resources (fleet, Assets, utilities)
- Ensure the good weekly vehicle planning
- In collaboration with the drivers and car, hire vehicle to ensure on-time repair & maintenance of the fleet vehicle.
Base Meeting and Report:
- Participate meetings with logistics base staff or take meeting minutes for staff base meetings as required, in close collaboration with the log base
- Participate in logistics meetings and programs for the movement planning once a week,
- Field visit report should be done in case of any clinic visit, and send it to the base Log/Admin.
- Collate and analyze reports from all bases and report to Logistics Coordinator
- Participate with the Base Log/Admin at the monthly SITREP, each mast week of the month
- Participate with the Base Log/Admin at the Logistic monthly report each end of the month (vehicle and generator fuel and maintenance follow up, Asset equipment inventory, none asset inventory, purchase follow up) etc.
- Share consolidated Contracts and Procurement trackers with the Logistics Coordinator monthly.
Additional Responsibilities:
- This job description is not intended to be all inclusive and the employee will also perform other related tasks as required and responsible for reporting and communication of progress and achievement of the specific assigned task.
- The Logistics Officer should be flexible and adaptable with regards to the implementation of the daily work/activities.
- The Logistics Officer is expected to conduct all duties in a professional manner following MdM Nigeria mission staff regulations/code of conduct and humanitarian charter;

- Logistic Coordinator : Hierarchical relationship: integrated approach – Coordination – sharing of information – Technical Support – exchange of information and collaboration on procurement matters
- Supply officer: exchange of information and collaboration on procurement matters.
- Finance Coordinator/ Base Admin: exchange of information and collaboration on procurement matters
- Capital Liaison Officer: exchange of information and collaboration on procurement and transport matters
- Others (Programme): exchange of information and coordination validation of procurement through signature of Logistics and procurement flow documents.
External:
- Service Providers & Vendors : working relation , exchange of information, coordination,
- Local representatives of international aid organizations : exchange of information
Qualifications
- A Higher National Diploma or Bachelor’s Degree in Business Administration, Logistics or Purchasing and Supply.
- Certification in CIPS, Supply or Logistics desirable.
Skills and Experience:
Essential:
- Minimum of 3 years of extensive experience in procurement and/or logistics capacity management and coordination, preferably in Humanitarian or development work.
- Ability to organize and prioritize workload, using initiative when appropriate and demonstrate good judgement.
- Possess strong analytical, communication, interpersonal and negotiation skills.
- Effective multi-tasking skills with ability to coordinate and handle pressure/ stress well.
- High level of Integrity and Transparency.
- Strong Organizational skills combined with the ability to coordinate a diverse range of people and responsibilities.
- Flexible, able to live and work in a stressful and insecure environment.
Preferred:
- Previous experience working for NGOs an asset, particularly international and/or health related NGOs
- Fluency in one or more National/regional languages an asset

2.) Database Officer
Job Location: Borno
Job Type: Full time
Main Responsibilities
Under the supervision of the Monitoring and Evaluation Officer, the Database Officer will be responsible for the following main activities in accordance to national and MdM procedures:
- Data Management
- Data Report Design
- Other Tasks
Detailed Activities
Data Management on the Corresponding Forms and Tools:
- Receiving the data from the project team or if not, collecting it
- Enter medical data in the mission database appropriately and on a regular basis (from mobile teams and supported health facilities)
- Update and maintenance of database (formulas, graphs…)
- Report and alert to the line manager any problem arising with data provided or the database.
Data Report Design:
- Update the standard monitoring tool designed on Excel
- Create and generate relevant graphs to show the data developments/movements
- Finalizing development of database in collaboration with coordination team if needed
- Contributing to the design of various studies (surveys, new form)
- Weekly data review and analysis for the respective facility
Field Monitoring Activities:
- Routine field monitoring activities to ensure Data Quality Assurance (DQA)
- Conduct periodic Data Quality Audit using NHIS tools and report
- Instruct colleagues on various tools to be used
- Supportive supervision of mobile clinics team to support and improve field data collection
- On request, will have to read documents, reports etc to look for data
Supportive Activities:
- Overseening enumerators during Surveys
- Provide Technical support to facilities registrars
- Provide Sampling for Standard Case Management (SCM) to facility medical supervisors
- Perform other duties as assigned by the Meal supervisor
Others:
- Be flexible in performing his/her duties
- Inform immediately the security focal point in case of any security problem
- Perform other additional duties on request of the Medical Supervisor/Health Program Coordinator
Salary Range
N200,000 – N300,000 / month.

3.) Medical Supervisor
Job Location: Maiduguri, Borno
Job Type: Full time
Main Responsibilities
Under the supervision of the Health Program Manager, the Medical Supervisor will be responsible for the following main activities:
- Supervise the day-to-day activities of one of MDMs field clinics
- Act as focal point for the clinic in the field
- Providing technical and operational support to mobile clinic staff and/or OTP staff
- Supporting the development of coherent project implementation strategy
- Reporting and attendance to different meetings
- Management and leadership of clinic team
- Collection and analysis of health & pharmaceutical data
- Manage Community Health Workers
- Liaise with medical trainers to ensure the delivery of quality SRH, CMAM, PHC services to the target population.
Tasks Description
Providing technical support to mobile clinic staff:
- Train MC staff on medical protocols including hygiene protocols.
- Ensure use and respect of medical protocols through observation and supervision of medical and paramedic staff
- Implement regular on-the-job trainings and supportive supervision according to a weekly/monthly schedule.
- Train and supervise CHW working in mobile clinic areas
- Establish mechanisms of providing regular weekly/monthly feedback on statistics and health activities to clinic staff
- Plan and implement thematic capacity building or specific trainings according to the identified needs for clinic staff and/or OTP staff
- Participate in establishing/improving referral system
- Supervise drugs stock management in mobile clinics and OTP
- Work in close collaboration with the MDM medical trainers to ensure comprehensive on-the-job training for each of the specialities: SRH, PHC, EPI and Nutrition
- Oversee and support the implementation of best practices introduced by trainers and Deputy Gen.Co.
Operational management of clinic team:
- Act as focal point for liaison with community leaders and representatives in clinic area of operation
- Lead on coordination with other actors, including UN, INGO and GoN, in clinic area of operation
- Provide regular, timely updates to Health Program Manager
- Organize the weekly schedule of the clinic team to ensure the smooth running of the activities
- Ensure that clinic medical and paramedic staff respect their assigned tasks
- Provide strong leadership to ensure clinic staff understand and work according to MdM principles
Collection and analysis of health & pharmaceutical data:
- Ensure the implementation of data collection protocols, working closely with the database officer and HPM
- Ensure accurate collection of MC/OTP data
- Monitor drug consumption by establishing/maintaining mechanisms of consumption record and inform the Health Program Manager and Pharmacist in case of any unusual consumption, or stock shortages
- Identify and rectify gaps or weaknesses in medical activities by using monitoring and supervision tools
- Ensure rapid communication of suspected communicable disease to HPM
Developing coherent project implementation strategy:
- Assist in preparing and implementing operational action plan for MC and/or OTP component in collaboration with MdM coordination team
- Assist in the implementation of the project activities in collaboration with MdM coordination team
- Assist MdM Health Program Manager and Deputy General Coordinator in preparing data collection tools as well as medical and paramedic protocols.
- Participate in health system strengthening
Reporting and attendance to different meetings:
- Prepare a weekly activity report and submit to the HPM
- Compile epidemiological reports for inclusion in donor reports or any other relevant reports
- Support the pharmacist to compile drug consumption report per month
- Participate in a pro-active way to MdM internal meetings (medical, security…)
Others:
- Establish good relationship with the different stakeholders in order to have a smooth implementation of MdM project
- Be flexible in performing his/her duties to ensure that beneficiaries are getting good quality services
- He/she works under the supervision of the health program manager.
