The National AIDS, Sexually Transmitted Infections Control and Hepatitis Programme (NASCP) is a division of the Department of Public Health, in the Nigeria Federal Ministry of Health (FMH).
The concept of NASCP and its mandate is to coordinate the formulation and effective implementation of the Nigeria government policies, guidelines and standard operating procedures for the prevention of new HIV infections as well as improve on the existing treatment, care and support for those persons already infected and affected by the virus in the country.
We are recruiting to fill the position below:
Job Title: Senior M&E Specialist
Location: Abuja
Background
The Senior M&E Specialist will support the development of the database and will be responsible for the overall review of collected data as well as provide routine updates on analyzed data during project implementation. The candidate will provide support and ensure all required analysis meet the objectives of this grant cycle. S/He will also support the report writing process by providing all the necessary data presentations (e.g., graphs, charts, tables, etc.) for the process. S/He will collaborate with the NASCP M&E staff to ensure effective program monitoring and implementation.
Responsibilities:
- Coordinate the information collection for timely, accurate, and complete programmatic reporting on the Global Fund grants to NASCP and the Global Fund.
- Support HIV/AIDS programmes in periodic review and updating of M&E plans for the Global Fund grants.
- Develop standard operating systems and guidelines for M&E, reporting, and related services in line with the national M&E framework.
- Support the data analyst in regular monitoring of the programmatic performance of the Global Fund grants, and, in conjunction with the NASCP program officers.
- Ensure accurate reporting of the regular quality assurance of the data collection and reporting systems.
- Liaise and coordinate with the NASCP counterpart to make sure that the deliveries of supplies are in line with work programs and targets so that program objectives will be achieved.
- Participate in the planning and implementation of DQAs as requested by the Team Leader.
- Develop appropriate forms and questionnaires for DQA.
- Ensure HMIS software is functional and used properly.
- Record, compile, analyze and interpret health data and information.
- Plan and conduct capacity building training relating to improved HMIS.
- Train health/HIV/AIDS staff on the use of forms and case definitions.
- Provide accurate and updated feedback on data collection.
Academic Qualifications
- Advanced degree in Health Sciences, Public Health, Statistics, Population Studies, Demography, Epidemiology or equivalent.
- MPH or M.Sc in Statistics with 5 years of relevant experience in data analysis and B.Sc. or HND in Statistics with 7 years of relevant experience in data analysis.
Experience
- Minimum 7 years’ experience in monitoring and evaluation of HIV/AIDS programs and experience in the management information systems in the public sector
- Good Knowledge of statistical packages (Stata, SPSS or R studio for data Analysis is highly required.
- Good understanding of research activities is required.
- Experience working with public health programs for key populations is an advantage.
- Experience working on donor-funded projects will be an advantage.
- Experience in using data collection tools like CS Pro, ODK, and Survey CTO is required.
- Proven knowledge of data collection tool with saccade effect is required
- Knowledge of IT packages required for public health and key population programs, as well as experience in handling tablet-related issues, will be an advantage
- Proficiency knowledge of DHIS2
- Training and experience in a logical framework, project management, and M&E and setting up of M&E systems in health programs.
- Demonstrated experience in designing and manging a project using a dashboard
- Demonstrable use of automated reporting to monitor a project
- Proficient in the use of R studio
- Familiarity with qualitative and quantitative M&E methods in the health sector
- Experience in the monitoring and implementation of Global Fund grants is an added advantage.
- Familiarity with the MoH health management information system is an added advantage.
- Good capacity to produce reports on time.
- Computer literal with strong knowledge of Micro soft office, database programs and statistical software.
- Ability to work within a team and interact effectively with collaborating agencies/departments and development partners.
- Ability to work independently within deadlines, self-motivated and creative.
Deliverables
- Report of monthly M&E activities identifying challenges, issues to be addressed and recommendations on way forward.
- Timely delivery of project activities and reports in line with approved plan.
- Monthly progress on data reporting from all facilities
- Quarterly dissemination of programme performance
- Conduct evaluations to assess the overall impact and effectiveness of the grant by conducting baseline and endline assessments and identifying lessons learnt.
Contracting & Accountability
- The officer will be accountable to the Head Strategic Information.
Renumeration
- S/he will be paid competitive fees for the agreed duration based on qualification and experience.
