Job Title: Financial & Administrative Officer, Field Support Services Project (FSSP) Nigeria

Location: Abuja (FCT)

Nature and Scope

  • In response to a Request for Proposals by Canada’s Department of Foreign Affairs. Trade and Development (DFATD), WUSC is preparing a proposal for the Field Support Services Project (FSSP) based in Nigeria.This FSSP is responsible for providing a range of services in support of program delivery and policy dialogue of Canada’s international assistance in Nigeria.
  • These services include, but are not limited to, the provision of technical, administrative, financial, and logistical support services.
  • The Finance and Administrative Officer will be responsible for managing the financial, procurement and administrative aspects of the FSSP.

Responsibilities
The tasks for the FSSP Finance and Administrative Officer include, but are not limited to the following:

  • Ensuring record keeping and retention;
  • Providing advice or assistance, as needed, in connection with local government documentation requirements, visa and work permit processes, and related services, such as arranging for security and accommodation;
  • Managing expenditures and supporting documentation, including Travel Letters (Annex F), for eligible reimbursable expenses made under the Other Direct Costs funding envelope, if authorized and required;
  • Preparing and reviewing financial reports;
  • Developing and managing reporting and invoicing;
  • Assisting with travel and logistical arrangements for Technical Specialists;
  • Managing the administrative services;
  • Assisting with logistical services, such as arranging vehicle rental, travel arrangements, event and mission planning and management, as required.

Qualifications and Competencies

  • Advanced Degree in a relevant discipline such as Business, Finance, Accounting, or Management.
  • Certification or Designation in a relevant discipline such as Accounting or Finance (e.g. Certified Public Accountant (CPA), Certified General Accountant (CGA), Chartered Financial Analyst (CFA))

Experience:

  • A minimum of five (5) years of experience as a Financial and Administrative Officer
  • Prior experience working in a Developing Country or working with International Development Assistance Stakeholders, preferably in Nigeria;
  • Proven track record of managing international development projects with a minimum annual budget of 1 million dollars ;
  • Demonstrated experience in managing and monitoring project expenditures according to the approved budget. This includes ensuring accurate and timely project financial data maintenance.
  • Proven ability to prepare comprehensive financial reports.
  • Demonstrated experience in administering logistical services, including arranging vehicle rentals, travel arrangements, and event and mission planning and management.
  • Proven ability to establish and maintain efficient record-keeping and filing systems.
  • Demonstrated ability to manage time productively and efficiently and meet changing deadlines;
  • Able to work effectively in a dynamic team environment (working both independently and as part of a small team);
  • Good analytical, problem-solving, and decision-making skills;
  • Highly proficient in the use of Microsoft Office and Google software including Gmail, calendar, drive, spreadsheet, word processing, and presentation software.

Language:

  • Professional proficiency in English (oral, reading, writing).
