Job Description
- In the context of the WHO Health Emergencies Incident Management System (IMS), at the EOC state level, the incumbent will be responsible for managing GIS systems, collect, analyse, update, and maintain geospatial datasets pertaining to the emergency incident, coordinate field data collection, create maps and other cartographic products, as required; to enable team leads within the incident management system and health cluster partners to take strategic decisions
Main Objective Of Assignment
- The mission of WHO’s PEP Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national / state capacities are overwhelmed, to lead and coordinate the SIAs / OBRs response to contain outbreaks and to provide effective relief and recovery to affected populations.
Specific Tasks
The incumbent is expected to support the state EOC GIS / data management in the following specific tasks:
- Reporting to the Information Management Team Lead, under the overall guidance of the Incident Manager and the Head, WHO Country Office, and working closely with counterparts at the respective Zonal office and WCO, the incumbent will have front line responsibility for the GIS activities at the SEOC level. He/she will collect, analyse, update, and maintain geospatial datasets pertaining to the surveillance / SIAs / OBRs, ensuring their reliability and accuracy.
- The Incumbent Will Build And Maintain a Library Of Geospatial Data Including Incident Specific Datasets And Base Data. S/he Will Have Ongoing Contacts With LGA / State / Zone / WCO
- Provide technical support to the incident management team in developing effective tools and processes to collect, manage and combine spatial datasets.
- Conduct geospatial analysis on collected datasets; create maps, infographics, and other cartographic products on a regular and ad-hoc basis; in response to functional team leads’ technical needs.
- Standardize and clean geospatial datasets and associated attributes across incident management system specific datasets.
- Lead field data collection efforts as necessary using different data collection techniques such as mobile data collection devices and applications.
- Provide inputs in developing the tools for loading/transferring GIS data between different systems; design and maintain the structures necessary for GIS data storage.
- Manipulate presentation of geographical information by creating programs to convert GIS information from one format to another.
- Adapt tools to join together different GIS datasets and create new information or investigate patterns, e.g. estimating the number of people affected by any event, etc.Perform any other related incident specific duties, as required by the functional supervisor.
- Ensure availability of quality, timely, and complete information that guides the Polio Eradication program in the EOC.
- Conduct all round data analysis of the polio related data sets including some GIS analysis
- Track, Collate and clean all vaccination conducted in insecure settlements by either SIAs (OBRs, NIPDs, SNIPDs) as well as RES strategy
- Create and secure back-up copies of data in the state EOC, especially as relate to GIS datasets.
- Perform other activities as required by the EOC Incidence Manager.
Qualifications & Experience
Education:
- Essential: Diploma in Computer Science, Statistics, Monitoring & Evaluation, or data management related science field with additional data management training.
Experience:
- Essential: At least 3 years’ experience in health-related data management. Experience in data collection, analysis, dissemination, and use of health information for program planning and management.
- Desirable:Working knowledge of statistical application programs (EPI INFO, SPSS, STATA etc.) and mapping programs (QGIS, ArcGIS, Healthmapper etc)
Use of language skills:
- Essential: Proficiency in English Language
