The Clean Borehole Water Sellers Association (CBWSA) of Lagos is an esteemed organization representing a coalition of water vendors within the state. Our mission is to champion access to clean water, advocate for sanitation practices, and raise awareness about hygiene, aligning with the Sustainable Development Goal 6 on clean water and sanitation, for the benefit of the people of Lagos state. With a membership exceeding 10,000 individuals, our association comprises a diverse demographic, with 50% women, 30% men, 18% older adults, and 2% people with disabilities. These members are distributed across the 20 Local Government Areas of the state, each afforded equal opportunities for participation and empowerment, ensuring inclusivity across all segments of society. Additionally, our association prides itself on reflecting Nigeria’s rich cultural diversity, with significant representation from the three major ethnic groups – Yoruba, Igbo, and Hausa – as well as other minority ethnic groups, harmoniously spread throughout Lagos state.
We are recruiting to fill the positions below for an oncoming donor funded project:
Job Title: Programme Officer
Location: Palmgrove, Lagos
Job Description
- The Programme Officer will oversee and manage all programmes related to the streamlining water vendor activities and capacity building, mapping, and survey of borehole water sellers in Lagos State. This includes coordinating the survey and mapping exercise, creating a clean borehole water sellers association electronic database, liaising with regulatory agencies, and implementing capacity building initiatives for water vendors.
- The Programme Officer will ensure compliance with regulations and standards set by relevant authorities, as well as facilitate training programme to enhance the capacity of water vendors.
Key Responsibilities
Mapping and Survey Coordination:
- Coordinate a comprehensive survey and mapping exercise to identify and locate all water vendors in urban areas of Lagos State.
- Recruit, train, and supervise enumerators and supervisors from 16 local government areas to conduct the survey.
- Collaborate with GIS experts to incorporate geospatial components into the mapping process.
Database Management:
- Develop and maintain a robust electronic database for the Clean Borehole Water Sellers Association across all 20 Local Government Areas (LGAs) of Lagos State.
- Work with ICT experts to ensure the database is efficiently designed for data collection and monitoring purposes.
- Implement quality control measures with LUWASH experts to ensure the reliability of the generated data.
Regulatory Compliance:
- Liaise closely with the Lagos State Water Regulatory Commission (LASWARCO) to ensure adherence to regulatory standards.
- Facilitate inspections of premises, water systems, and storage facilities to meet regulatory requirements.
- Assist in obtaining operational licenses or permits from LASWARCO for both existing and new borehole water sellers.
Price Control:
- Collaborate with regulatory authorities to establish appropriate tariffing mechanisms for borehole water services.
- Ensure that pricing strategies are aligned with affordability and regulatory standards.
Expected Results
Mapping and Survey Report:
- Support mapping and survey report highlighting the locations, operational capacities, water sources, and distribution networks of borehole water vendors in urban areas of Lagos State.
- Compile the findings into a directory of water vendors, both in printed and electronic formats for easy access.
Capacity Needs Assessment:
- Conduct a capacity needs assessment for identified water vendors, enumerators, and supervisors.
- Organize training sessions on surveys, interviews, and data collection techniques to address capacity gaps and improve service delivery.
Capacity Building Trainings:
- Organize capacity building trainings for water vendors, ensuring gender inclusion and participation of people with disabilities.
- Facilitate training sessions on relevant topics such as water quality management, business skills, and regulatory compliance.
- Train 800 participants from 16 local government areas in groups of 200 per session, focusing on effective learning and engagement.
Qualifications and Skills
- Bachelor’s Degree in a relevant field such as Environmental Science, Water Resources Management, or Development Studies.
- At least 5 years progressive experience in project management, particularly in the water sector or community development projects.
- Strong communication and interpersonal skills for effective coordination with stakeholders and regulatory agencies.
- Knowledge of GIS software and database management systems is desirable.
- Ability to work independently and manage multiple tasks simultaneously.
- Understanding of regulatory frameworks related to water supply and sanitation in Nigeria.
- Understanding of communication for behaviour change and social mobilisation.
- Team player and demonstrated ability to work within a team as well as individually.
- Ability to travel to all LGAs of state at least 80% of the time.
- Ability to perform under pressure.
- Excellent communication skills in English and the dominant local language in the state
- Evidence of being resident in state of assignment.
