HSE & Security Manager in an Oil & Gas Company

Job Title: HSE & Security Manager

Location: Victoria Island, Lagos
Employment Type: Full-time

Job Summary

  • Implementing and managing the HSE System (Health, Safety, and the Environment), to identify, evaluate, and develop improvements and ensure that everyone works in perfect condition and safety in full compliance with the guidelines and procedures established in the HSE Management system in the company.

Responsibilities
Implementation of HSE system/certifications:

  • Assist the Managing Director in the definition, establishment, and organization of the HSE management system.
  • Maintaining and updating the HSE management system within the company as well as the policies of the HSE
  • Elaborating and implementing policies and procedures according to the standards and legal procedures and to the Company Policy and its QHSE management system.
  • Guarantee the enforcement of all the statutes and national and international regulations related to our activities.
  • Guarantee that the services and processes that are developed satisfy the standards established by the Company strategy.
  • Prepare on monthly basis and maintain required HSE statistics and key performance indicators for review and report / update HSE Board, accordingly, comparing historical and forecast data.
  • Making periodic research to keep updated regarding the necessary HSE licenses for the Company.
  • Keep all required certifications and licenses fully up to date for the Company.
  • Lead the company in obtaining national and international certificates.
  • Ensuring that in all of the projects, the HSE documentation properly updated and organized, according to the requirements of each one.

Tracking record of incidents:

  • Monitoring all incidents recorded in the Company.
  • Assisting in the investigation of the causes of the reported incidents and report the conclusions to the Management.
  • Ensure that corrective actions are taken by any defect or nonconformity detected, giving rise to a process of continuous improvement.

Supporting continuous improvement:

  • Developing HSE instructions to apply to the training of new employees and visitors.
  • Conducting regular risk assessments and preparing summary reports.
  • Defining the key points on evaluation reports to the HSE process for the implementation of the improvement processes.
  • Assist with the presentation of daily / weekly safety talks, including researching suitable topics, preparing presentation notes and assisting with the presentation of subject matter.
  • Analyzing HSE aspects and risk assessments of each project before it starts.

Tasks and processes coordination:

  • Ensure the establishment of HSE objectives before February each year.
  • Maintaining communication and coordination of the Department with the Heads and other responsible people from other areas/departments; as well as different customers.

Irata:

  • Ensuring that IRATA documentation is in place.
  • Assisting to prepare IRATA audit.

Auditing:

  • Auditing all aspects of the HSE system to ensure its compliance and improvement, elaborate action plan accordingly and follow it.
  • Assisting in ensuring that all Departments are following the approved procedures, based on an internal audit program.

Responsibilities/activities of personnel management:

  • Carry out HSE induction training for all new personnel engaged and maintain records relating thereto accordingly.
  • Act as emergency response co-ordinator and facilitate implementation & maintenance of emergency plan requirements as applicable.
  • Accompany injured personnel to Doctor / Hospital and assist with the rehabilitation into the workplace on recovery.
  • In charge of HSE incentives for monthly HSE performance and Golden rules.
  • Ensuring the reference of staff for training courses.
  • Shall perform the duties of a trained first aider
  • Shall perform the duties of a trained firefighter

Security:

  • To provide leadership/ guidance & advisory services to our client in all security related matters in accordance with acceptable international standards and best practices.
  • To provide comprehensive facility security protocols for adequate protection of properties and personnel.

QMS Responsibilities:

  • Actively take part in QMS activities and processes
  • Ensure Quality Objectives are set, tracked and monitored accordingly
  • Complies with company quality policy as well as regulatory and legal requirements to which company subscribes to
  • Ensure risks and opportunities are identified and established
  • Ensure the Stakeholder’s Matrix is established
  • QMS conformance and customer-focus promotion

Requirements

  • Bachelor’s degree/Diploma with specialization in HSE
  • NEBOSH IGC / IOSH Certifications.
  • Knowledge of Health and Safety Management.
  • Knowledge of the Environment Management System.
  • 10 years’ proven experience in HSE preferably in fabrication/construction or oil and gas industry.
